The Associate Regional Director, Lands and Planning for the National Park Service (NPS), National Capital Region (NCR), is responsible for executive and policy direction for: memorial and legislative proposals; the Division of Planning, Environmental Compliance, Environmental Management Systems (EMS) and Graphic Information Systems (GIS); the Land Resources Program Center; transportation planning/coordination; local government relations; adjacent land use planning; and other functions in support of the regional office. Incumbent provides leadership in developing strategic plans and tactical approaches for achievement of NCR and Service-wide goals and objectives. The Associate Regional Director reports to and receives guidance and direction from the Regional Director and alter-ego Deputy Regional Director.

Incumbent represents the Secretary of the Interior; Director, NPS and Regional Director, NCR, on special commissions, committees, task force(s), etc. and manages the submissions of NPS projects for review and approval by the National Capital Planning Commission (NCPC) and Commission of Fine Arts (CFA), including making presentations to the Commissions and securing approvals of significant master plans and specific projects. Such approvals by NCPC and CFA typically requires making three or more presentations to the Commissions.

  • Directly responsible for the development and supervision of subordinates including two divison chiefs with approximately 20 subordinate employees.
  • Recruits and hires subordinate staff members in line with merit staffing procedures and equal employment opportunity guidelines.
  • Ensures the Lands and Planning programs are interpreted and carried out properly.
  • Directs the work of the Memorials Program Manager and ensures that proposed memorials meet the requirements established by the Commemorative Works Act for commemorative works on parkland in the Nation's Capital.
  • Incumbent ensures that transportation projects proposed by state and local governments on or adjacent to parks in the NCR are sited, designed, and constructed in a manner that preserves and protects park resources.
  • Advises and supports park superintendents to ensure that development projects proposed by private and public entities adjacent to parklands are mitigated to the greatest extent practicable.
  • Provides executive and policy direction for the land acquisition, land management and right-of-way permit programs, and bed-of-the-river permits for the parks and miscellaneous lands in the NCR.
  • Supervises the Regional Congressional Liaison and oversees congressional relations for the region, including development of the legislative program in concert with park superintendents, attending numerous meetings with Members of Congress, and working with their staffs on matters of import to their constituents and to the NPS.

  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes.
  • You WILL be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You WILL be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.

Qualifications

All qualifications must be met by the closing date of this announcement-04/19/2023.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

This position is the Associate Regional Director of the Lands and Planning, and the knowledge of management or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

To qualify for this position at the GS-15 grade level, you must possess the following minimum qualifications by close of the announcement:

SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). This experience includes Presenting and defending project proposals/designs (i.e., planning, zoning, historic preservation, or design review commission) to achieve park objectives; Designing public facilities or landscapes towards park preservation; Guiding work conducted by architects or landscape architects to ensure project is within scope; Establishing direct, collaborative relationships with elected and appointed officials of state and local governments; Negotiating with federal, state, and local officials on proposed projects and policies, involving land development or preservation, property exchanges or acquisitions, roads and trails, or resource protection.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Additional information

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands:
Work is mostly sedentary, but occasionally requires bending, stooping, and extended walking over rough terrain to investigate site conditions or inspect construction. Must occasionally move items weighing less than 50 pounds to facilitate work. Outdoor work results in exposure to varying weather conditions. A high level of stress can be involved in controversial projects and tight deadlines. Travel is required within the Region with an occasional trip to other NPS offices and parks outside the NCR. Attendance at professional meetings and seminars in other parts of the country will sometimes be required.

Working Conditions:
Work is performed in an office setting and in the field during all seasons.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
