WHAT YOU'LL BE DOING DAY TO DAY

As a Supervisory Financial Management Analyst, you will use your knowledge of and experience with the Office of the Chief Information Office to optimize business results and customer experience by:

Leading and managing OCIO's IT business financial operation planning, development budgeting and fiscal planning.

Advising the CIO, Deputy CIO and senior OCIO leadership on financial and budgetary issues that involve forecasting, resource planning, solutions to budgetary challenges, performance measures, and improvement to financial management policies, processes and organizational structures.

Providing expert financial management advice and consultation to staffs of subordinate organizations regarding financial management, accounting, and funds control.

Ensuring timely allocation of funds to program areas, timely submission of program area appropriation obligations, and timely reporting of expenditures. The incumbent maintains close coordination for data transfer and updating of estimating procedures utilized by ASFR or the organizational elements.

Providing supervision and oversight of highly technical financial analysts as well as contractor support.

Identifying and developing internal guidelines and processes to improve and maintain budget reporting system for IT systems development, funds obligations, budget, cost centers revenues, and audit resolution tracking.

WHAT WE ARE LOOKING FOR

Minimum Qualifications:

Must have one year of specialized experience, equivalent to the GS-14grade level in the Federal service performing at least three (3) of the following:
1) Experience with budget formulation as a service provider under any type of revolving fund (including HHS Service and Supply Fund working capital, or franchise fund) that includes developing cost models and rates for services; 2) Experience with budget execution as a service provider under any type of revolving fund (including HHS Service and Supply Fund working capital or franchise fund) that includes issuing invoices to customers for services rendered, forecasting under or over-recovery, and calculating mid-year adjustments; 3) Experience with budget development, financial tracking, planning and analysis as well as work force and trend analysis; 4) Experience developing recommendations for senior officials/executives regarding the financial, legal, national security, or policy implications of particular financial transactions; 5) Experience in writing budget narratives and justifications.

If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
