Help

The major duties of the Public Affairs Specialist position include, but are not limited to, the following:

  • Serve as the primary national communications strategist and storyteller for assigned portfolio;
  • Conceive, coordinate, implement, and evaluate soup to nuts communication efforts that leverage the full suite of public affairs tools and tactics from special events to earned media and owned digital platforms aimed at connecting stakeholders and the public with NPS national programs, cultural heritage networks, and grant and financial assistance programs, including the Land and Water Conservation Fund;
  • Evaluate, develop, and implement adjustments to communication strategies and outreach plans as needed;
  • Establish and maintain effective working relationships with reporters, recreation and tourism organizations, special interest groups, conservation organizations, and representatives of non-profit and business partners to, disseminate information and answer inquiries;
  • Serve as a senior on-the-record spokesperson with reporters on a wide range of topics, including on sensitive and controversial matters;
  • Develop, write, and disseminate a wide variety of persuasive internal and external communication products including communication plans, news releases, op-eds, media pitches, fact sheets, briefing statements, and web and social media content designed to reach national, regional, and local audiences;
  • Position NPS officials as thought leaders in ways that advance organizational goals and increase public understanding of NPS programs and priorities; and
  • Serve as an advisor to the Chief of Public Affairs and other headquarters, regional, and park leadership related to the public affairs program including on various strategies and their timing to advance NPS goals and on the anticipated public, partner, stakeholder, congressional, NGO, and media reactions to NPS programs or issues.
Duties will be developmental in nature when filled below the full performance level.

The ideal candidate will have a mix of public and private sector communications experience, particularly in conservation or outdoor recreation, issues and advocacy communications, political campaigns, or with a mission-driven organization. Agency experience is a plus as the position will function like a small boutique in-house agency with organization executives and national programs as clients.

We are looking for an exceptional writer with a strong knack for using storytelling to advance an organization's goals; someone who is comfortable briefing and staffing c-suite executives; has a proven track record delivering PR results across print, online, and broadcast media; and holds basic digital literacy with CMS platforms and SEO. A standout candidate will be a team player known for earning influence without authority; someone who is at ease with ambiguity and rapid change, can juggle many competing priorities at once, and maintains a positive attitude identifying creative solutions when faced with unexpected obstacles.

The employee will serve as one of a small cadre of senior public affairs specialists and focus on communicating national initiatives, advancing NPS priorities through integrated communication campaigns, and connecting public and stakeholders with NPS state and local assistance programs. This is a new position with incredible potential for the selectee to shape its function and impact. It is roughly equivalent to a director or vice president at a PR agency or senior communications manager or communications director in the non-profit sector depending on the organization's size.   • You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes.

Qualifications

All qualifications must be met by the closing date of this announcement-03/29/2023-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-12 grade level, you must meet the following requirements by the closing date of this announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: 1.) Communicating official information on behalf of an organization to reporters; 2.) Developing targeted press lists relevant to specific announcements or initiatives; 3.) Pitching stories to media and successfully securing story placements; 4.) Preparing and staffing senior leadership and subject matter experts for media interviews; 5.) Leading or coordinating both the development and implementation of communication or PR plans/strategies for specific announcements, initiatives, or campaigns; 6.) Crafting a wide variety of communication materials like news releases, media advisories, social media content, talking points, remarks, and briefing materials. You must include hours per week worked.

To qualify for this position at the GS-13 grade level, you must meet the following requirements by the closing date of this announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: 1.) Independently communicating official information on behalf of an organization to reporters; 2.) Independently pitching stories to media and successfully securing story placements; 3.) Preparing and staffing senior leadership and subject matter experts for media interviews; 4.) Overseeing or leading both the development and implementation of communication or Public Relations plans/strategies for specific announcements, initiatives, or campaigns; 5.) Overseeing or independently crafting a wide variety of communication materials like news releases, media advisories, social media content, talking points, remarks, and briefing materials; 6.) Advising colleagues or leadership on possible external reactions to policies, initiatives, or actions. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: The work is primarily sedentary. Travel is occasionally necessary to Service regional offices and parks or other venues for media engagements and special events. Should be able to work occasional long hours and tolerate stressful situations.

Working Conditions: The work is performed primarily in an office setting, although there are occasional visits to park sites. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
