Duties

Help

Serves as a Fish Biologist performing a variety of professional duties for the South-Central California Area Office. Duties will be carried out at the Tracy Fish Collection Facility (TFCF) to fulfill Area Office, Regional Office, and Reclamation objectives related to the handling and salvage operations at the facility. Position may be filled at the GS-07, GS-09, or GS-11 level. The duties of this position are developmental in nature, leading to the full performance level of GS-11.

  • Serves as technical taxonomic expert in the area of fish biology
  • Coordinates the QAQC program for the TFCF
  • Evaluate, improve, and implement changes in the methods and procedures for handling of endangered species
  • Plan and conduct studies to evaluate and improve salvage efficiencies at the fish facility.
  • Assist other biologists in the operation of the Tracy Aquaculture Laboratory and in the design and implementation of studies at the TFCF to evaluate and increase overall fish salvage efficiency.
  • Maintain detailed records of biological data, designs and manages relational databases
  • Participate in planning, developing, and executing field and laboratory research projects by preparing sections of study reports and performing field and laboratory investigations.
  • Sample fish populations, and/or aquatic invertebrates using beach seines, trap nets, light traps, etc., and performs other tasks of similar difficulty.
  • Participate in statistical analysis, prepares graphs, charts, tables, and other accomplishment reports by accumulating fish count data for accuracy and dissemination.
  • Operate and maintains boats and various other lab and field equipment and procures the equipment and materials for work assignments.

Qualifications

To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having a . A. Degree: major in biological science that included: at least 6 semester hours or the equivalent in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; and at least 12 semester hours or the equivalent in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess course work in aquatic subjects may be used to meet this requirement when appropriate).
OR
B. Combination of education and experience-courses equivalent to a major in biological science (i.e. at least 30 semester hours or the equivalent), of which a minimum of 6 semester hours or the equivalent were in aquatic subjects and 12 semester hours or the equivalent were in the animal sciences, as shown in "A" above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope, and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience This experience is assisting higher graded Biologists in the application of standard protocols and approaches to collect fish, algal, and habitat samples; compiling and summarizing basic data; and accomplishing routine analysis. These examples are not all inclusive. You could otherwise qualify on the basis of Education.

  1. Possess one year of graduate-level education with a major study in or directly related to fisheries and/or aquatics.(One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours is considered to be 1 year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study.) OR
  2. Possess a bachelor's degree in biology, as described in the Basic Education Requirement above, with Superior Academic Achievement (SAA) based on (1) class standing, (2) grade-point average, or (3) honor society membership. (1)I was in the upper third of my graduating class; OR (2) I achieved a grade point average (GPA) of (a) 3.0 or higher out of a possible 4.0 based on 4 years or education, or as computed based on courses completed during the final 2 years of my curriculum, or (b) 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in my major field or the required courses in my major field completed during the final 2 years of my curriculum; OR (3) I am a member of a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. (Note: You must include documentation that shows how you meet the SAA criteria.) OR
  3. Possess a combination of qualifying specialized experience as described in 1 and qualifying graduate education as described in response 2 which, together, equals 100% of the requirement.
To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience This experience is providing project support and technical assistance for a wide range of fishery and environmental issues of major impact to the operation of the water and power systems These examples are not all inclusive. You could otherwise qualify on the basis of Education.
  1. Possess two years of progressively higher-level graduate-level education leading to a master's degree OR a master's or equivalent graduate degree with a major study in or directly related to fisheries and/or aquatics. OR
  2. Possess a combination of qualifying specialized experience as described in 1 and qualifying graduate education as described in response 2 which, together, equals 100% of the requirement to the GS-05 grade level in the Federal service rearing and maintaining aquatic organisms and systems.
To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience This experience is developing and conducting biological assessments and studies of migrating fish populations, aquatic organisms and water quality assessments with emphasis on anadromous fish. Work demonstrates familiarly with computerized ecological models of fisheries data and fish population responses to water flow, water operations and water quality. These examples are not all inclusive. You could otherwise qualify on the basis of Education.
  1. Possess 3 full years of progressively higher level graduate education or possess a Ph.D. or equivalent doctoral degree in a field of study that is directly related to the duties of this position.
  2. Possess a combination of graduate level education and specialized experience that meets 100% of the qualification requirements for this position.
The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Education

This position does not allow substituting education for experience.
