Summary

This position is part of the SP- Assistant Secretary for Fossil Energy, Department of Energy. As a Safety and Occupational Health Specialist, you will define, develop, initiate and coordinate planning and specialized safety activities necessary to optimize the design, construction, and operation features required to protect critical infrastructure facilities of the Department of Energy in Louisiana, Texas and Mississippi.

Duties

Help

As a Safety and Occupational Health Specialist, you will:

  • Assign priorities to corrective actions based on applicable risk assessments and monitor progress of corrective measures taken.
  • When the need arises, upon approval of higher authority, stops any operation that is of imminent danger to facilities, property, personnel, and the environment.
  • Develop and conduct occupational safety awareness and educational programs with emphasis on new or modified work procedures and techniques due to the unique conditions and practices of a variety of activities.
  • Provide technical assistance in accident investigations as a team member when assigned.
  • Evaluate and analyze all pertinent accident data to isolate significant facts and trends (seasonal accidents, location of hazards, extent of injuries and property damage, etc.).

Qualifications

BASIC REQUIREMENTS:

Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. (Transcripts must be provided)

OR

Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:

  • Developing and recommending safety and occupational health policy to higher levels of management.
  • Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
  • Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
OR

Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-11, in the Federal service. Specialized experience for this position is defined as managing safety and occupational health regulations, methods, standards, and techniques applicable to oil storage, pipeline operations, construction projects, drilling, and workover operations sufficient to identify, evaluate, and eliminate hazardous conditions arising from the movement and storage of oil; interpreting engineering drawings and specifications to identify potential hazardous conditions or code violations in proposed projects.
