Duties

Help

As a Budget Analyst you will:

  • Perform budget formulation, execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds as well as development of budget materials.
  • Review/edits assigned program or project budget submissions for reasonableness, balance, accuracy, and conformance with organizational and Federal budgetary procedures and guidelines.
  • Formulate, develop and implement justifications for requested funds.
  • Prepare initial budget estimates and justifications for assigned areas or programs; interpret applicable DOE and Office of Management and Budget (OMB) directives and circulars.
  • Review financial data and budget reports for a complex organization.
  • Participate in the analysis of budget estimates and requests for allotments submitted by managers for accuracy of format, mathematical accuracy, adequacy of supporting narrative justification, and conformance with DOE budgetary policy and guidelines.

BASIC REQUIREMENT:

SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

GS-07: you must have one year of specialized experience equivalent to the next lower grade (GS-05). Specialized experience for this position is defined as:

  1. Assist with program cost analysis and cost estimating.
  2. Assist in applying budget functions to support formulation and execution; AND
  3. Compile resource data from various financial management reports.
You may substitute education for specialized experience as follows:
- One year of graduate-level education, or superior academic achievement (S.A.A.) gained in a bachelor degree curriculum that is qualifying for the position to be filled (based on class standing, grade-point average, or honor society membership). Combination of education and experience as described above. Less than one year of specialized experience may be combined with completed graduate education.

GS-09: you must have one year of specialized experience equivalent to the next lower grade (GS-07). Specialized experience for this position is defined as:
  1. Compile findings to make recommendations for financial management and budgeting function.
  2. Analyze future costs, obligations, and review request for funds; AND
  3. Apply common financial management methods, various budgets, and cost functions involving formulation, justification, and/or execution for organizations.
You may substitute education for specialized experience as follows:- Master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or a LL.B. or J.D. if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. For this position, this is defined as a degree in budget or a similarly related major.

Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first year of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated.
