Duties

Help

As an Attorney Advisor, you will:

  1. Provide legal support to the OIG offices on inspections, audits, investigations, and data analytics, including researching legal issues, providing recommendations, and ensuring legal sufficiency of reports and activities.
  2. Provide written legal opinions to the Chief Counsel and other senior OIG officials on significant legal issues that impact the OIG.
  3. Provide legal advice and review on issues related to fraud, waste, abuse, and mismanagement within Department of Energy programs and operations.
  4. Provide legal advice and review of laws, regulations and policy relating to the Federal Acquisition Regulation, contracts, appropriations law, Freedom of Information Act (FOIA) and Privacy Act issues, employment law, whistleblower protections, intelligence oversight, and other areas.
  5. Coordinate with inspectors, investigators, and auditors and other personnel on OIG activities.
  6. Summarize pertinent statutes, case law, regulations, executive orders, presidential directives, opinions and decisions of the Comptroller General and other documents for general consumption of affected or interested IG staff
  7. Coordinate with DOE offices, including the General Counsel's office, and with other government agencies, on OIG legal matters.
  8. Coordinate with professional organizations, such as the Council of the Inspectors General on Integrity and Efficiency and with private industry on OIG legal matters.
  9. Communicate effectively both orally and in writing with an ability to deal with individuals and groups of varied technical and professional backgrounds; provide clear and convincing legal advice and opinions on a wide variety of matters to senior staff, other government members, and contractors.

Qualifications

Education and Specialized Experience:

GS-12: Applicant must possess a Juris Doctor (J.D.) degree from a School of Law accredited by the American Bar Association. Applicant must also be a member in good standing of the bar of any state or the District of Columbia. Applicant must also have at least one year of professional (attorney) legal experience that clearly indicates the ability to independently perform complex legal work at a level of difficulty and responsibility commensurate with the duties of this position.
