Duties

As a GS-07 Information Technology Specialist, you will:

  • Serve as an Information Technology (IT) Specialist and performs IT work of limited scope and complexity in support of DOE projects assigned to higher grade IT specialists. Performs assignments designed to provide experience and knowledge in administering, developing, delivering, and supporting IT systems and services.
  • Assist the senior IT specialist in reviewing IT requests from assigned offices to determine feasibility of the project.
  • Assist the senior IT specialist in responding to questions from DOE offices concerning DOE IT policy and practices.
  • Assist in coordinating and developing appropriate plans for completion of assigned limited well defined IT projects ensuring legal, regulatory, and policy requirements are met.
As a GS-09 Information Technology Specialist, you will:
  • Provide technical guidance, services, technologies, advice, and recommendations concerning moderately complex situations and issues to federal and contractor IT professionals maintaining DOE systems, networks, and connectivity.
  • Perform duties across specialized IT functions, which may include cybersecurity, network architecture, data management, project management, systems administration, and policy planning.
  • Ensure continuity in operations and the rigorous application of information management/information security/cybersecurity policies, principles, and practices in the delivery of planning and management services.
  • Review, prepare and coordinate correspondence, reports, memoranda, directives, regulations, policies and procedures pertaining to assigned technical areas.

Qualifications

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GS-07 SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-05 in the Federal service. Specialized experience for this position is defined as:

  1. Assisting in coordinating appropriate plans for completion of IT projects ensuring legal, regulatory, and policy requirements are met; AND
  2. Preparing and updating manuals, instructions, and operating procedures; AND
  3. Assisting in answering questions concerning IT policies and practices.
OR

Education: Completed 1 year of graduate level education or Superior Academic Achievement Superior Academic Achievement (S.A.A.) must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision.

OR

Combination of Education and Experience: a combination of education and experience that together meets the requirements for this position.

GS-09 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-07 in the Federal service. Specialized experience for this position is defined as:
  1. Evaluating and initiating appropriate action on requests to satisfy new/unique requirements for the security of various operating systems; AND
  2. Maintaining systems, networks, security, and connectivity to ensure sound security principles; AND
  3. Supporting information security activities, initiatives policies, procedures, and programs.
OR

Education: successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree.

OR

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To be eligible for the Pathways Recent Graduate program you must be a:

  • Recent graduate who has completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.
-OR-
  • Student who within 2 months of the closing date of this announcement will meet the education requirements and will graduate with a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. A student may not be appointed to a position until they have graduated.
-OR-
  • Preference eligible veteran who was precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion.

SALARY: Please note thesalary reflects 2022 pay tables and the tentative offer will reflect 2023 pay tables.

CONVERSION REQUIREMENTS: DOE has the option to convert a Recent Graduate position to a permanent or term position upon successful completion of program requirements. This is not automatic, nor guaranteed. Conversion is at the discretion of the hiring manager and employing office. To be eligible to be converted to permanent or term position you must:

  • Be a US Citizen.
  • Be recommended for conversion by your manager.
  • Complete all training and development requirements within the 1-year appointment period.
  • Successful completion of 1 year of continuous service.
  • Have demonstrated successful job performance.
  • Met OPM qualification standard for the position to which you will be converted.
  • A Recent Graduate may be converted to the highest General Schedule (GS) grade level qualified for at time of conversion.
