Help

As a Supervisory Cybersecurity IT Specialist within the DOI, USGS, Water Mission Area (WMA), Enterprise Technology Office (ETO) Compliance Branch (CB), some of your specific duties will include but are not limited to:

  • Plans, directs, organizes, coordinates and supervises employees engaged in work to increase the baseline cybersecurity posture.
  • Provides authoritative input on all matters pertaining to IT security services.
  • Ensures that critical mission systems are in compliance and consistent with IT Security Program and enhance interoperability and integration for business applications and IT infrastructure.
  • Evaluate the impact of new cybersecurity guidance on current programs and recommend changes to existing policies and processes to ensure compliance and responsiveness; and provides information assessment and decision-type briefings, as required, to perform missions and achieve goals and objectives.
  • Reviews and analyzes existing processes; recommends to senior management improvements, new workflows, and revised business models.
  • Monitors risks to determine effective mitigation measures and strategies to minimize such risks. Recommends design and implementation of protective countermeasures
  • Acquire and manage the necessary resources, including leadership support, financial resources, and key security personnel, to support information technology security goals, and reduce overall organizational risk.
  • Plan work to be accomplished and establishes priorities and deadlines for employees based upon workload and abilities.
  • Exercises significant responsibilities engaging with leadership and other departments, divisions, and/or branches within the bureau/ office.
Physical Demands:
The work is primarily sedentary. Some work may involve travel to and attendance at meetings and conferences away from the work site. Some employees may carry light items such as papers, books, or small parts, or drive a motor vehicle. The work does not require any special physical effort.

Work Environment:
The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Some employees may occasionally be exposed to uncomfortable conditions.

Are There Any Special Requirements For This Position?

Qualifications

Individuals must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
For GS-14:
Applicants must meet the following to qualify for the GS-14 level: One year of specialized experience equivalent to at least the GS-13 level in the Federal service that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled.

Examples of such experience may include leading, planning, designing, developing and facilitating deployment of IT security systems technologies for a variety of administrative, financial, technical and security applications; and providing authoritative input on all matters pertaining to IT security services.Promote the awareness of cybersecurity issues ensuring sound security principles and assures appropriate project and resource integration are documented and justified. Ensures project duplications are avoided and project goals and objectives are in harmony with one another, as well as the cybersecurity program's strategic and mission direction. At this level, IT Specialists typically represent an authoritative source of consultation for other technologists and senior leaders and are called upon to resolve issues that may include responsibility for new technology especially critical to the organization's programs as well as to perform work of marked difficulty and responsibility.

Selective Placement Factor:
In addition to meet the qualification requirements described above, applicants must also meet the following selective placement factor in order to be qualified for this position:

Have you led the response and coordination for an independent cybersecurity penetration test performed by an external organization which included coordinating rules of engagement, submitting documentation requested by the testers, responding to security incidents resulting from the testing, and implementing immediate remediation actions?
