This is a permanent staff position for the National Park Service (NPS) South Atlantic-Gulf Region natural resources Inventory and Monitoring (I&M) Division. The incumbent serves as the Regional I&M Division Manager, overseeing five I&M Networks, which are each a group of parks with similar natural resources. Each network implements long-term monitoring focused on ecological and management indicators of resource condition, called "Vital Signs". The incumbent also has a role in the direction of the national I&M Division, through participation in the national I&M Division Leadership Team, as well as a role in leading the South Atlantic-Gulf regional office through coordination and collaboration with other division managers. Strong candidates for this position will have well-documented leadership, supervision, and management skills, an understanding of the needs of park resource managers, and a commitment to ensuring that the Division routinely provides parks with sound science to support natural resource decision-making. The incumbent's duties include supervising a sizable and diverse staff (6 direct reports and more than 40 employees), assisting network staff in managing a budget of approximately $6.5 million annually, and overseeing the scientific activities of the Division.

Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you.   • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 10 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.

Qualifications

All qualifications must be met by the closing date of this announcement-12/14/2022-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). This is an interdisciplinary position which may be filled in any of the following occupational series: Biologist - 0401, Ecologist - 0408, or Physical Scientist - 1301. To qualify for one of these GS-14 grade level job series, you must meet one of the basic qualification requirements below by close of the announcement:

Basic Qualifications Requirements: You must meet one of the following basic qualification requirements below, for the Interdisciplinary Supervisory Biologist/Ecologist/Physical Scientist (Chief of Inventory and Monitoring), GS-0401/0408/1301-14. If you do not meet these basic qualifications, you will be considered not qualified and will not receive consideration for this position.

To qualify for this position at the GS-14 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

Basic Requirements for Biologist, GS-0401:

  • Have successfully completed a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must include academic transcripts with your application package.

  • Have a combination of education and experience. Courses equivalent to a major, as shown above; PLUS, experience directly related to the position being filled and/or additional related education. The quality of the combination of education and experience must demonstrate that you possess the particular knowledge, skills, and abilities required to perform the work of the position to be filled and equal 100% of the requirement when combined. Basic Requirements for Ecologist, GS-0408:
  • Have successfully completed a degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical science. You must include academic transcripts with your application package.
Basic Requirements for Physical Scientist, GS-1301:
  • Have successfully completed a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. You must include academic transcripts with your application package.
-OR-
  • Have a combination of education and experience and education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science; PLUS, experience directly related to the position being filled and/or additional related education. The quality of the combination of education and experience must demonstrate that you possess the particular knowledge, skills, and abilities required to perform the work of the position to be filled and equal 100% of the requirement when combined. To qualify for this position at the GS-14 grade level, you must possess the following minimum qualifications by close of the announcement:

SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing a broad, interdisciplinary natural resource management or ecosystem science program; overseeing the planning and direction of resource management or ecosystem restoration projects; planning, developing, and implementing major agency natural resource or ecosystem programs; and planning, managing, and implementing ecosystem science research projects of regional to national scope and significance. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Management of the program, report writing and document review and approval work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed primarily indoors. Occasionally, work may be performed outdoors in all types of weather. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, caves, oceans, swamps, beaches, and forests.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
