This position is the Chief Process Officer (CPO) for the Office of the Administrator, U.S. Energy Information Administration (EIA), U.S. Department of Energy (DOE). The incumbent provides EIA-wide coordination to realize the highest levels of efficiency and effectiveness for significant programmatic processes as measured by sound product delivery, cost-efficiency, appropriateness and consistency with EIA statutes and policies along with consideration of the insights of the Administrator and the needs of customers and stakeholders.

As the Chief Process Officer you will:

  • Ensures systematic expert review of existing and proposed procedures and processes for the collection, and subsequent analysis of data through the establishment and maintenance of an enterprise business process strategy that aligns with the agency's mission and stakeholder needs.
  • Identifies and provides expert advice to EIA leadership on significant production issues as well as potential challenges or deficiencies in the EIA-wide integration of data production, analysis, and overall system management.
  • Leads project-oriented efforts sponsored by the Administrator or Deputy Administrator that require high levels of operational expertise, system-based solutions and that have significant cross-agency implications or requirements, including identification and development of processes that overcome existing inefficiencies and/or offer capabilities for enhancing current products to fill crucial gaps in EIA data and analytic coverage.
  • Collaborates with other organizations within EIA, DOE, and outside stakeholders to assure that the best possible procedures and processes are being followed commensurate with resource availability.
  • Communicates information to EIA senior management regarding the need and requirements for changes to major processes, as well as the cost-benefits of recommendations.

FINANCIAL DISCLOSURE REPORT (OGE 450): If you are selected for this position, you will be subject to the U.S. Department of Energy mandatory requirements and will be required to file a confidential financial disclosure report (OGE-450) within 30 days of entry on duty, and annually thereafter.
DRUG TESTING POSITION: As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: Candidates must have one (1) year of specialized experience at the next lower equivalent grade or specialized experience obtained in the private sector related to the duties of this SL position.

Your application and five (5) page resume should demonstrate that you possess each of the following Specialized Experience Qualifications (SEQs) listed below to assist reviewing officials in determining the best qualified candidates to be referred to the selecting official. FAILURE TO MEET OR ADDRESS ANY ONE OF THE SPECIALIZED EXPERIENCE QUALIFICATIONS WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.
The SEQs for this position are:

  1. Experience developing, implementing, and advising on state-of-the-art business or operating processes aimed to maximize productivity, reduce costs, minimize risks for two or more of the following business functions: (1) enterprise process strategy that leverages state-of-the-art technologies, tools, and data management practices; (2) application of process optimization principles and continual process improvement; (3) application of process improvements associated with an enterprise acquisition program; (4) capital planning and investment control.
  2. Experience developing, implementing, and advising on information technology (IT) solutions that align with organizational strategic plans and transform related business or operating processes to improve the delivery of program products and services. Provide examples for two or more of the following: (1) strategic planning (2) enterprise architecture development to ensure compliance with IT data management requirements and security; (3) enterprise governance and change management processes; (4) IT systems development to replace legacy systems in a critical deadline-driven production environment.
  3. Experience developing, implementing, and advising on a communication strategy, including engagement with organizational senior leadership and both internal and external stakeholders regarding adoption of new data management practices to meet evolving business requirements and avert and/or mitigate potential risks.

Volunteer work helps build critical competencies, knowledge and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
