Summary

This position is part of the Office of Science. As a Physical Scientist, you will support the Pacific Northwest Site Office (PNSO) Environmental Oversight program within the areas of waste management and transportation. This is a career ladder / developmental opportunity with promotion potential up to the GS-13 level. Assignments will become more challenging and be performed with greater autonomy as selectee's performance level progresses.

As a Physical Scientist, you will:

  • Conduct preliminary scientific analyses to assist higher graded Federal scientists in accomplishing work on large and complicated projects.
  • Work with other scientists and engineers to identify and interpret a variety of factors, situations, and conditions to discern interrelationships among different scientific methods, processes and activities.
  • Prepare recurring technical reports to inform stakeholders of status of projects issues that may impact program/project objectives and goals.
  • Review reports, plans, research, and other technical documents prepared by others and apply knowledge of technological advances in the appropriate science discipline to identify discrepancies or potential issues.
  • Attend organizational unit and intradepartmental meetings to plan, coordinate, or advise on technical work efforts, and to identify solutions to typical issues or scientific problems.

Qualifications

To be eligible for the Pathways Recent Graduate program you must be a:

  • Recent graduate who has completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.
-OR-
  • Student who within 2 months of the closing date of this announcement will meet the education requirements and will graduate with a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. A student may not be appointed to a position until they have graduated.
-OR-
  • Preference eligible veteran who was precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion.
CONVERSION REQUIREMENTS: DOE has the option to convert a Recent Graduate position to a permanent or term position upon successful completion of program requirements. This is not automatic, nor guaranteed. Conversion is at the discretion of the hiring manager and employing office. To be eligible to be converted to permanent or term position you must:
  • Be a US Citizen
  • Be recommended for conversion by your manager
  • Complete all training and development requirements within the 1-year appointment period.
  • Successful completion of 1 year of continuous service.
  • Have demonstrated successful job performance.
  • Met OPM qualification standard for the position to which you will be converted.
  • A Recent Graduate may be converted to the highest General Schedule (GS) grade level qualified for at time of conversion.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for these positions are defined as:

GS-07: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized Experience is defined as: assisting in coordinating and carrying out limited, well defined scientific projects; researching and evaluating basic scientific designs, specifications and related documentation to perform and interpret calculations and computations; AND preparing routine, recurring scientific reports for use by higher graded scientists to convey factual scientific data and information.

Education: Completed 1 year of graduate level education or Superior Academic Achievement Superior Academic Achievement (S.A.A.) must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision.

Combination of Education and Experience: a combination of education and experience that together meets the requirements for this position.

GS-09: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience is defined as: Determining the relevancy and application of factual, economic, and/or scientific information relative to the assignment; AND conducting preliminary scientific analyses to assist higher graded scientists in accomplishing work on large and complicated projects.

Education: successfully completed 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position."Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

BASIC REQUIREMENTS

All grades for 1301 series have a positive education requirement. Please refer to qualifications section of this announcement, for further guidance on qualifying based on education.


A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Education must be obtained from an accredited institution recognized by the U.S. Department of Education. Foreign education must be reviewed by an organization recognized by the U.S. Department of Education.
