Summary

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service.
The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.
DUTIES:
Assists with project coordination, scheduling, and logistical planning for multiple complex and dynamic marine and coastal ecological restoration projects in the park's Habitat Restoration Program.
Coordinates and conducts ecological restoration projects in coral reef, seagrass, and/or coastal forest habitat to improve resource conditions following disturbances from storms, vessel groundings, marine debris, diseases, etc. Restoration projects may include coral salvage, coral out planting, coral larval propagation, coral disease intervention, seagrass habitat restoration, removal of exotic plants and animals, and/or planting native vegetation.
Coordinates and conducts resource surveys to evaluate and monitor rare, threatened and endangered marine species, population dynamics, community structure, ecosystem relationships, exotic marine species, and public health/safety issues.
Coordinates and conducts marine debris removal projects in coral reef, seagrass, shoreline, and/or mangrove habitats.
Engages in SCUBA diving, snorkeling, and boating to conduct the majority of field activities.
Appointment subject to background investigation and favorable adjudication.
Meet Selective Service Registration Act requirement for males.
Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
You may be required to complete training and operate a four-wheel drive vehicle.
You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
You may be required to work on-call, evenings, weekends, holidays, and overtime work.
You will be required to complete a one-year trial period.
You may be required to travel overnight away from home up to 1 night per month. You must obtain a government charge card for travel purposes.
You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
Qualifications
All qualifications must be met by the closing date of this announcement-11/04/2022-unless otherwise stated in this vacancy announcement.

SELECTIVE FACTOR:
This position requires Motorboat Operator Certification Course (MOCC) or equivalent and substantial experience operating vessels (up to 28' in length) in open water marine environments. Submit documentation of how you meet this requirement.
-AND- Selective Factor: This position requires advanced open water SCUBA certification and also requires that you have completed at least 50 scientific and/or commercial dives. Submit copies of certification cards and dive logs to demostrate that you meet this requirement.

To qualify for this position at the GS-8 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Assists professional staff in planning and implementing field research and resource monitoring programs to evaluate park terrestrial and marine natural resources including but not limited to rare, threatened, and endangered wildlife and plants; Schedules, coordinates, and carries out a wide variety of field activities in support of natural resource programs, both terrestrial and aquatic. Provides logistic support and area orientation for contract or cooperating scientists; Plans, coordinates, and provides work direction and guidance to lower graded technicians, interns, students, and volunteers in gathering field data, including proper and safe handling of equipment and tools and operation of motorized vehicles and boats (up to 28' in length). ou must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Physical Demands: The work requires regular physical exertion such as walking or climbing over wet, rough, uneven and/or rocky surfaces; bending, crouching, stooping or reaching to observe, collect and/or record field data; or in some situations the work may require physical exertion to handle wild animals, prepare soil for planting, to scuba dive or operate a boat. Moderately heavy items, such as equipment packs weighing up to 50 pounds, must be lifted and carried on a regular basis. May be required to hike several miles in a day. In other situations, there may be special requirements for agility or dexterity such as exceptional hand/eye coordination.
Working Conditions: The work environment varies from office/laboratory settings to field sites. The work performed in the field involves regular and recurring exposure to extreme weather conditions and terrain, poisonous plants, biting insects and wild animals. The employee is required to use protective clothing such as gowns, coats, boots, goggles, gloves.
