Help

We are looking for a pro-active team member to serve as the interdisciplinary cultural resources specialist at Cabrillo National Monument, San Diego, CA.

  • Coordinates, leads and contributes to compliance and consultation activities related to the National Historic Preservation Act (NHPA).
  • Plans and conducts a variety of cultural resources projects in compliance with Section 106 and 110 of the National Historic Preservation Act (NHPA).
  • Provide technical support for museum program and mentors volunteers and interns.
  • Develop guidelines to deal with cultural resources management and museum management at the park.
  • Organizes and manages a variety of data including but not limited to Geographic Information Systems (GIS), archeological site records, project files, and museum collections, archives, and libraries within the park.
Cabrillo National Monument is a 160-acre site on the Point Loma peninsula overlooking San Diego Bay and the Pacific Ocean, with an estimated one million visitors annually. The park, initially established in 1913, is a little less than 160 acres but is complex with its combination of cultural and natural. The park's cultural resources span from pre-historic, to 1500s exploration of Spanish explorer Juan Rodriguez Cabrillo, to 1800s light house, to WWI and II coastal defense structures, to Mission 66 era. Natural resources include both coastal vegetation and rocky intertidal zones in the Mediterranean climate of southern coastal California.   • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

All qualifications must be met by the closing date of this announcement-10/27/2022-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

Basic Requirements for Archeology series, GS-0193: You must meet one of the basic requirements listed below to be eligible for further consideration.
Education - Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's degree or higher that included 3 semester hours of each of the following course areas: History of Archeology; Archeology of a major geographical area such as North America or Africa; Regional archeology, archaeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archeology (methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques);AND Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; AND six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); or surveying. You must include transcripts.

Related Curriculum - Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's degree or higher in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or related discipline, provided the curriculum supplied academic course work sufficiently similar to the requirements stated above (including archeological field school).You must include transcripts.

Combination of Education and Experience - A combination of education and experience that provides knowledge equivalent to that described in above, plus appropriate additional education or technical experience to total 4 years. This combination demonstrates possession of the knowledge, skills, and abilities required to perform the work of an archeologist comparable to that normally acquired through the successful completion of a full 4-year course of study. You must include hours per week worked and transcripts.

Experience - Four years of archeological work experience that demonstrates a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience includes archeology field experience, which may include that gained in an archeological field school. Field experience includes a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-level archeologist, be able to demonstrate the ability to be a crew chief directing the work of others at a single location as a part of a larger archeological project. You must include hours per week worked.

You must meet the requirements of the Secretary of the Interior's Standards and Guidelines for Archaeology.
Secretary's Standards--Qualifications Standards (nps.gov) THESE PROFESSIONAL QUALIFICATIONS STANDARDS ARE DEFINED AS: The minimum professional qualifications in archeology are a professional graduate degree in archeology, anthropology or a closely related field PLUS at least one year of full-time professional experience or equivalent specialized training in archeological research, administration or management; AND at least four months of supervised field and analytic experience in general North American archeology AND demonstrated ability to carry research to completion.

Basic Requirements for Museum Curator series, GS-1015: You must meet one of the basic requirements listed below to be eligible for further consideration.
Education - DegreeIn museum work; archaeology, anthropology, history, or similar area of cultural resources management.

Combination of education and experience courses equivalent to a major, as shown above, plus appropriate experience or additional education.
-OR-
Four years of experience that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study as shown above.
-AND-
In addition to meeting the Basic Requirements above, for the Archeology series (GS-0193) and/or the Museum Curator series (GS-1015), you must also meet one of the following minimum qualifications to be qualified at the GS-09 grade level:
SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: archaeological survey, excavation, laboratory analysis, and preparation of written material; and/or collections management, registration, cataloging, research, preservation, restoration, or conservation of collections of museum material. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist or collections manager, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological or curation project. You must include hours per week worked.

EDUCATION: Successful completion of at least two full years of progressively higher-level graduate education leading to a Master's Degree or completion of all requirements for a Masters or equivalent graduate degree. To be qualifying, graduate study must have been in archeology, anthropology, museum studies, history or other closely related field of cultural resources management. The total education offered to meet this provision must have provided you with the knowledge, skills, and abilities required to successfully perform the work of this position. To receive credit, you should describe how the specific course work, research projects, dissertation, theses, etc. demonstrate the ability to perform the duties of this position. (Eighteen semester hours or 27 quarter hours or the number of credit hours the school attended has determined to represent one year of full-time study is considered to be equal to one full year of graduate education.). You must include transcripts.

Successful completion of a combination of education and experience as described above. Note: Only graduate education in excess of one year is creditable for combination. You must include transcripts.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activity will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed primarily indoors. Occasionally, work may be performed outdoors in all types of weather and conditions. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, fire lines, and deserts.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
