The primary purpose of this position to execute duties related to policy and programmatic development, oversight, planning, implementation, and assessment of federal grants supporting research and evaluation of programs addressing gender-based violence.

The duties and responsibilities for a 0343 Management and Program Analyst generally include, but are not limited to, the following:
1. Identifies and evaluates existing or potential problem areas and recommends corrective action or preventive measures.
2. Reviews and approves training materials and technical assistance products developed for grantees.
3. Manages grants, cooperative agreements, and reimbursable agreements related to research and evaluation projects.
4. Prepares memos and policy instructions on grant issues.
You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
You may be required to complete a one-year probationary or trial period.

Qualifications
To qualify for the position of Management and Program Analyst, (GS-0343-11/12), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to the series and grade you are applying to.
To qualify for the GS-11, you must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service performing the following duties:
1. Researching, compiling, summarizing, reviewing, and/or reporting data related to Violence Against Women or other similar victim programs, policies, and special initiatives.
2. Managing grants, cooperative agreements, or reimbursable agreements.
3. Interpreting grant management policies, regulations, procedures, and/or practices.
OR
A PhD., or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.
OR
You may also qualify based on a combination of specialized experience and graduate education in excess of two years, which when combined, equals 100% of the qualification requirements listed above.
To qualify for the GS-12, you must have one year of specialized experience equivalent to the GS-11 grade level in the Federal service performing the following duties:
1. Developing solicitations, reviewing applications, and/or formulating funding recommendations related awards or other funding instruments.
2. Reviewing or approving training materials developed for grantees; managing grants, cooperative agreements, or reimbursable agreements.
3. Developing and interpreting grant management policies, regulations, procedures, and/or practices.
