This announcement is limited to current permanent employees of the Department of Health and Human Services (HHS) serving on a career or career conditional appointment. PHS Commissioned Corps Officers interested in performing duties of this position as a Commissioned Officer may apply for consideration.   • Assessing the quality and consistency of the Center?s policies and procedures through evaluation of input obtained from industry stakeholders engaged in the dispute resolution process.
  • facilitating communication between sponsors and Agency staff, and leading or contributing to documentation of the final dispute resolution decision, where applicable.
  • Facilitates a constructive resolution to disputed matters through a variety of activities including conducting the initial investigation of complaints, collection, and organization of relevant documentation.
  • Provides advice and assistance to the Ombudsman in making recommendations to the appropriate party, such as the Center Director, program directors, scientific and professional personnel, industry officials, FDA representatives.
  • Address challenging policy issues related to CBER product jurisdiction including identification of emerging issues and opportunities.

Qualifications

The position of Regulatory Review Resolution Specialist falls within the 0301 occupational series. To qualify for this position at grade GS-14, you must meet Time-in-Grade requirements by 11:59 pm EST on 09/29/2022.

Specialized Experience:
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized Experience GS14:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following: (1) Performing initial triage and investigations and resolving disagreements. AND (2) providing information and support to the Ombudsman pursuant to complaint investigation and handling. OR (3) Evaluating information, data and facts, developing case histories and maintaining a longitudinal database of case histories and reports.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
