Duties

Help

As an Auditor, you will:
1) Conduct performance and financial audits.
2) Perform systematic examinations and appraisals of financial related records, reports, and policies for DOE and other entities.
3) Prepare work papers/reports to document the audit process, deficiencies, and recommend corrective actions.
4) Assist higher level auditors in determining area of high risk to focus on during the audit.

Qualifications

To be eligible, applicants must meet one of the following requirements:

Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two (2) years; or

Individuals who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have a full 2-year period of eligibility upon release or discharge from active duty. This eligibility period cannot extend more than 6 years from the date on which the requirements for the academic course of study were met.

Basic Requirements:

Degree: auditing; or a degree in a related field such as business administration, finance, public administration, or accounting; OR

Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
In addition to meeting the eligibility requirements above, applicants must possess the experience requirements as follows:

For the GS-07 level: Applicants must possess one year of specialized experience equivalent to at least the GS-05 grade level or its non-Federal equivalent that demonstrates: Specialized experience includes experience which demonstrates a basic knowledge of accounting and auditing principles, concepts, and techniques.

OR

completion of one full year of graduate level education

OR

Bachelor's degree with Superior Academic Achievement (SAA).

Equivalent combination of education and experience are qualifying for this grade level.

For the GS-09 level
: Applicants must possess one year of specialized experience equivalent to at least the GS-07 grade level or its non-Federal equivalent that demonstrates: verifying reports against source accounts and records, reconciling accounts, and verifying the detail of recorded transactions; preparing routine work papers; and researching laws, regulations guidelines, and procedures.

OR

2 years of progressively higher level graduate education leading to a master's degree

OR

master's or equivalent graduate degree.

Equivalent combination of education and experience are qualifying for this grade level.

Superior Academic Achievement
is based on (1) class standing, (2) grade-point average, or (3) honor society membership.1. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses.2. Grade-point average - Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final two years of the curriculum; OR 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.3. Election to membership in a national scholastic honor society. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The applicant will receive credit for all qualifying experience, including volunteer experience.

Academic Year: At the undergraduate level, 30 semester hours or 45 quarter hours is comparable to 1 year of undergraduate education. Four years of progressive study or 120 semester hours meets the degree requirements. At the graduate level, 18 semester hours or 27 quarter hours.

Education

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

This is a career development opportunity in the excepted service under the Department of Energy (DOE) Pathways Graduate Program. Recent Graduate appointments are intended to last for 1 year. Recent Graduates who satisfactorily complete all the DOE Recent Graduates Program requirements may be non-competitively converted to a Term or Permanent appointment in the competitive service. Conversion is not guaranteed. Recent Graduates converted to Term appointments may later be non-competitively converted to a Permanent competitive service position.

Upon successful completion of the Recent Graduate Program requirements in accordance with 5 CFR 362.205 (qualifications, one year continuous work experience, satisfactory performance, mandatory training completion, etc.) you may be non-competitively converted to a term, career­ conditional or career appointment within 120 days.
