This is a career seasonal position. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately February-December, and you will be in a non-pay status for the remainder of the year. Non-pay status will be approximately December-January for 1-2 pay periods.

This position serves as the Training Specialist and Education and Outreach Coordinator for Marsh-Billings-Rockefeller National Historical Park (MABI) in Woodstock, Vermont and assists with the education program at Saint-Gaudens National Historical Park (SAGA) in Cornish, NH.

The Training Specialist plans, develops, coordinates, evaluates, and presents the park's education and outreach programs, curriculum, and teacher professional development, on and off site, for the early childhood through post-secondary levels and supports science communication and programming for the park's natural resource program. The Training Specialist serves as a liaison between divisions, parks, and partners, co-creating and facilitating inter-divisional and inter-park programming and professional development with park partners and educators. Education programs are multi- disciplinary and inter-disciplinary, using not only the sciences but also the arts and humanities as routes to cultural and environmental understanding. Major duties include:

  • Develops curriculum based education programs and resources including lesson plans, videos and other materials and presents in-person and virtual education programs to students at educational institutions to include elementary and high schools, colleges, and universities, as well as the visiting public.
  • Applies in-depth knowledge of both parks' complex resources; stays aware of important research findings related to cultural, natural, and recreational resources.
  • Supervises, plans, directs, coordinates, and/or evaluates the efforts of seasonal employees, interns, and volunteers in the development and implementation of education programs.
  • Coordinates the development of education resources including lesson plans, videos and other curriculum-based materials.
  • Communicates natural resource information and research to staff, partners, and the public.
  • Co-coordinates the park's citizen science program with the natural resources program and ensures adequate quality control of field work and data collected.
  • Co-coordinates inter-divisional and inter-park outreach and special programs for the public.
  • Plans, organizes, and presents training workshops for teachers, school officials, environmental educators, and curriculum coordinators.
  • Co-develops teacher professional development with partners, educators, and an interdivisional and inter-park team of staff.
  • Prepares and reviews publications and literature related to all educational activities including information brochures, traveling exhibits, curriculum material, newsletters, and evaluative materials.
  • Manages the education and outreach program and supports science communication, youth programs, and interpretive efforts in the parks.
This position is duty stationed in Woodstock VT at Marsh-Billings-Rockefeller National Historical Park and is expected to spend time at both sites. The position reports to the Visitor Experience and Resource Stewardship Program Manager. Occasional travel required.

AREA INFORMATION: The position is duty stationed at Marsh-Billings-Rockefeller National Historical Park (MABI). MABI is located in the year-round resort community of Woodstock, Vermont - an area of great natural beauty alongside the Ottauquechee River in the foothills of the Green Mountains.

Vermont has many affordable communities nearby that offer an outstanding quality of life. Full-service communities near Woodstock include Lebanon and Hanover, New Hampshire, and White River Junction, Queechee, and Bridgewater, Vermont. The area's largest employers are Dartmouth College and the medical industry, including the only academic medical center in New Hampshire.

The climate includes four distinct seasons, including mild summers with countless opportunities for outdoor activities, legendary autumn colors that bring visitors flocking to the region, and winters that provide opportunities for alpine and Nordic skiing, skating, and other pursuits. Boston is 2.5 hours from Woodstock, VT while Montreal, Quebec, is just over 3 hours away (and rural French Canada is even closer than that). New York City is approximately 5 hours away and can also be reached by daily Amtrak or luxury coach bus service.

  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-09 grade level, you must possess one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that demonstrated a practical knowledge of the subject area (i.e. National Parks, protection and stewardship of natural and cultural resources, environmental history and conservation) of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: planning, developing, coordinating, evaluating, and presenting educational programs on and off site; experience in curriculum development and educational methods and techniques to include hands-on activities and participatory learning programs; teaching or instructing in kindergarten -high school education programs, secondary school, college, military installation, or industrial establishment in appropriate field(s) (i.e. National Parks, protection and stewardship of natural and cultural resources, environmental history and conservation); Supervising or administering a training program related to protection and stewardship of natural and cultural resources, environmental history and conservation, or related fields; Development or review of training/course materials, aids, devices, etc., and evaluation of training results related to protection and stewardship of natural and cultural resources, environmental history and conservation, or related fields; work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis (i.e. National Parks, protection and stewardship of natural and cultural resources, environmental history and conservation). EDUCATION: Successful completion of at least a Master's degree or two years of progressively higher level education leading to a master's degree, or LL.B. or J.D. (if related). Education must be in a major study of education, or a subject area related to the position to be filled (i.e. forestry, natural resources, biological sciences). You must include transcripts.

Successful completion of a combination of education and experience as described above. The total must equal at least 100 percent to qualify. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands/Working Conditions: This work may require long periods of standing, walking, and speaking. There will be some travel by vehicle. Work will be with constantly changing school groups and may be physically and intellectually demanding.
