Duties

Help
  • Serves as a recognized expert and technical authority for the botany, special status plants, invasive species and emergency stabilization and rehabilitation programs.
  • Coordinates and develop statewide budget and annual work plan proposals.
  • Develops policy and guidance related to native plant materials, special status plants, traditional botany, pollinators, invasive species and emergency stabilization and rehabilitation.
  • Provides technical assistance to state and field offices for Plant Conservation issues.
  • Conducts training to assist field personnel recognize, identify, and locate special status species, as well as other vegetative species.
  • Serves as the primary contact with Headquarters (HQ) in the planning and implementation of botany, special status plants, invasive species and emergency stabilization and rehabilitation programs within the State.
  • Prepare recommendations for national and state policies and directives, evaluate the content of new or modified legislation for projected impact on the programs and resources, and translate legislation into program goals, actions, and services.
  • Develops and/or refines new solutions or recommendations to problems that have significant impact on existing Department of Interior (DOI)/BLM policies and programs.
  • Serves as the primary point of contact for District botany, special status plants, invasive species and emergency stabilization and rehabilitation specialists.
  • Provides recommendations and guidance based on policy, case law, and national direction.
  • Reviews environmental documents prepared by the District?s to ensure the analyses are legally sound and defensible.
  • Prepares contracts, agreements, and/or challenge cost share proposals for botany related inventories, monitoring, and implementation of habitat projects, and other related activities.

Qualifications

To qualify for this position, you must meet both the Basic Education requirements for the Biologist, 0401 series AND the minimum experience or education qualification for the GS-11 grade level.

Basic Requirements:
Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position. You must include transcripts.
-OR-
A combination of education and experience which included courses equivalent to a major (i.e., 24 semester hours) as shown above, plus appropriate experience or additional education. The quality of the combination must demonstrate the knowledge, skills, and abilities required to perform the work of the position comparable to that normally acquired through the completion of a full four-year course of
study with a major as described above. You must include transcripts.

AND

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). Example of Specialized experience include but are not limited to: This experience includes activities such as developing or using policy and guidance related to native plant materials, special status plants, traditional botany, pollinators, invasive species and/or emergency stabilization and rehabilitation(ESR); provide technical expertise with botany, special status plants, invasive species and/or ESR; prepare contract, agreement or grant proposals; review and provide input on planning and environmental documents or natural resource management plans. You must include hours per week worked.

EDUCATION: Successful completion of 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree with major study in biological sciences, agriculture, natural resource management, chemistry, or related disciples appropriate to the position. You must include transcripts.-

Successful completion of a combination of education and experience as described above. To combine education and experience, divide your total months of qualifying experience by 12. Then divide your semester hours of completed graduate education beyond 2 years by 18 (or 27 for quarter hours). Add the two percentages. The total percentage must equal at least 100 percent to qualify. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

This position is being filled as a College Graduate under Public Law 115-232, 5 CFR § 315.614.

  • Recent graduates who have completed a bachelor's or graduate degree within the previous two years.
  • Uniformed service members who have completed a bachelor's or graduate degree and were unable to apply within two years of obtaining their degree due to a uniformed service obligation of at least four years, may apply within two years of their discharge from uniformed service
ELIGIBILITY: This appointment will be made under the noncompetitive College Graduate hiring authority. To be eligible an applicant must have received a bachelor's or advanced degree ( i.e. master's, Ph.D., or J.D) within 2 years of applying for employment under this authority. For these purposes, the graduate must have received a baccalaureate or advanced from an institution of higher education in accordance with section 101(a) of the Higher Education Act of 1965, as codified at 20 U.S.C. 1001(a). In the case of an applicant who has completed a period of no less than four years of intervening obligated uniform service, they must apply within than two years of release or discharged from that uniformed service.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

BLM may use certain incentives, currently offered by the Federal government, to attract high quality applicants.

The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis. The selectee may be allowed to telework with supervisor approval.
