As a Human Resources Specialist you will:

  • Gather information and translates findings into specific corrective action including new or revised program requirements or guidance, training, or other appropriate measures.
  • Provide feedback and follows up when appropriate, to assure completion of HR data analytics for the Office.
  • Develop methods to monitor workforce maintenance, prepares analysis of personnel and quality trends in the organization. Initiates, compiles, and prepares data submission for reports as required.
  • Develop plans and perform full range of pertinent assigned segments of program development and evaluation for Corporate Executive Management activities in several program areas.
  • Evaluate and provide the full range of staff level guidance to the field on the resolution of unusually difficult human resources management problems.
  • Provide technical advice and guidance to resolve staffing and placement requirements faced by complex organizations, to include those that are unusual or controversial and without precedent-setting guidelines.
  • Collaborate with peers and leadership to develop or implement policies, guidance, and procedures.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS GS-09: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-07 in the Federal service. Specialized experience for this position is defined as:

  • Prioritizing tasks and assignments to avoid oversight; AND
  • Applying policies and procedures to identify problems and respond to questions; AND
  • Responding to formal and informal Human Resource related inquiries.

OR: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree

OR LL.B. or J.D., if related. TRANSCRIPTS REQUIRED.OR: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education more than the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. TRANSCRIPTS REQUIRED.


SPECIALIZED EXPERIENCE REQUIREMENTS GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-09 in the Federal service. Specialized experience for this position is defined as:

  • Advising candidates on best hiring practices for employment; AND
  • Applying laws, regulations, principles, and practices on various programs such as staffing, performance management, classification, benefits and incentives; AND
  • Establishing effective working relationships and communicating with others, orally and in writing, including preparing and conducting formal and informal updates.

OR: Ph.D. or equivalent doctoral degree

OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. TRANSCRIPTS REQUIRED.

OR: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education more than 36 semester hours (54 quarter hours), may be used to combine education and experience. TRANSCRIPTS REQUIRED.


SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as:

  • Ensuring managers understand and comply with Merit System Principles, Prohibited Personnel Practices, and develop valid selection criteria intended to create a merit-based civil service; AND
  • Advising various recruitment, staffing, and placement approaches designed to maintain employee morale and increase retention; AND
  • Participating in planning college recruitment designed to attract and solicit applications from well-qualified candidates for science, technology, engineering, and math (STEM) occupations.

NOTE: There is no substitution of education for specialized experience at the GS-12 level.


SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as:

  • Ensuring managers understand and comply with Merit System Principles, Prohibited Personnel Practices, and develop valid selection criteria intended to create a merit-based civil service; AND
  • Advising various recruitment, staffing, and placement approaches designed to maintain employee morale and increase retention; AND
  • Researching law, regulations, policies, directives, and established procedures to respond to complex questions or inquiries from applicants, employees, and managers.

NOTE: There is no substitution of education for specialized experience at the GS-13 level.


SPECIALIZED EXPERIENCE REQUIREMENTS GS-14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as:

  • Advising managers on most advantageous hiring authorities and flexible internal placement opportunities within policy and regulatory parameters to best meet the need of the customer; AND
  • Ensuring managers understand and comply with Merit System Principles, Prohibited Personnel Practices, and develop valid selection criteria intended to create a merit-based civil service; AND
  • Collaborating with peers and leadership to develop or implement policies, guidance, and procedures.

NOTE: There is no substitution of education for specialized experience at the GS-14 level.


SPECIALIZED EXPERIENCE REQUIREMENTS GS-15: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as:

  • Gathering information and translates findings into specific corrective action including new or revised program requirements or guidance, training, or other appropriate measures; AND
  • Determining needs for and develops and may conduct seminars, workshops, or training to assure that the HR management program is administered effectively; AND
  • Determining, providing and validating the efficiency and effectiveness of analytical studies to identify opportunities to restructure processes that can be improved and to develop details that are critical to successful implementation of changes in mission support areas.

NOTE: There is no substitution of education for specialized experience at the GS-15 level.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is announced under a government-wide Direct-Hire Authority (DHA) Human Resources Specialist for positions in the 0201 series. Under the DHA, applicants who meet the Education and Qualification requirements listed in this announcement will be referred for consideration.
