Duties

Help

Serves as the real property valuation technical authority for WAPA. Has unlimited signatory authority for the review and approval of all real property appraisals. As Chief Appraiser, is responsible for (1) the development, implementation, and consistent application of standards, guidelines, and procedures for the valuation of real property, and a variety of interests therein, including property acquired, property managed, the sale of excess lands, and property disposed of by the agency; and (2) providing technical guidance and direction to top level program and Regional Office management in the field of real property valuation throughout the 15 western States served by WAPA.

Executive Order (EO) 14043 requires Federal employees to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work), subject to such exceptions as required by law. At this time, EO 14043 is subject to a preliminary nationwide injunction. Although this injunction may ultimately be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action at this time to implement or enforce EO 14043's requirement that employees must be fully vaccinated against COVID-19. However, as Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine, the selectee(s) for this position will be required to submit information about his/her vaccination status.

Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's vaccination tracking system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service.

Qualifications

As a minimum, possession of a State license or certification for a current General Real Property Appraiser is required in at least one State whose certification standards comply with the minimum Federal standards for general appraiser certification in compliance with Title XI of the Financial Institution Reform, Recovery, and Enforcement Act of 1989 (FIRREA), OMB Bulletin No. 92-06 and 49 CFR24.103

SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

1. Extensive knowledge of Federal Laws such as the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended; the Financial Institutions Reform, Recovery and Enforcement Act of 1989; the Uniform Appraisal Standards for Federal Land Acquisition (UASFLA); and the Uniform Standards of Professional Appraisal Practice (USPAP).
2. Experience in and applying established and emerging concepts, procedures, and techniques in the appraisal field..
3. Demonstrated and significant experience in valuation and appraisal review of partial interests in Real estate with Utility Corridor valuation preferred.

This position requires the ability to operate a government vehicle. The incumbent must be at least 18 years of age, able to obtain and maintain Defensive Drivers certification and have a valid state driver's license. Defensive Driver's Training will be completed upon employment.
Travel of up to 25% annually with some travel requiring overnight stays.
Although the majority of work is performed in an office setting, the incumbent makes occasional field trips and/or property inspections involving exposure to inclement weather, and walking over rough or rocky terrain.
