The incumbent serves as the Grand Canyon Park Construction Representative in the Commercial Services Division and reports directly to the Concessions Analyst/Asset Manager. The incumbent is responsible for the on-site surveillance and quality assurance of construction and repair contracts as well as construction and repair work performed by Concessionaires and the Grand Canyon school.

As construction representative, has full responsibility for the management and surveillance of assigned construction activities in Grand Canyon National Park.

Assignments consist of complete projects, requiring several months to several years to construct, and employing standard, commonly used construction equipment, materials and methods. Typical projects assigned include: Construction projects, component renewal projects and cyclic replacement project a, concessioner assigned facilities including lodging facilities; food and beverage operations; infrastructure projects to include water, sewer and electricity; administration and operation facilities; dormitory and residential housing construction and renovations; road and highway construction and repair. The projects have any one or a combination of earthwork, reinforcing and structural steel, concrete, carpentry, installed equipment, insulation, conduit, piping, wiring, heating, air conditioning, refrigeration, plumbing and utility systems.

  • Uniform: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • International Code Council (ICC) certification such as a Commercial Building Inspector (B2) or Commercial Plans Examiner (B3) certification is required. If this requirement is NOT substantiated by a copy of your certification with your application materials, you will not be referred to the hiring official.
  • Work Schedule: You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • Probationary Period: If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
  • Travel: You may be required to travel overnight away from home often. You must obtain a government charge card for travel purposes.
  • Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Minimum Age Requirement: Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

SELECTIVE FACTOR: This position performs annual inspections for condition assessment and reporting for Commercial Services' concessionaire assets, and International Code Council (ICC) certification such as a Commercial Building Inspector (B2) or Commercial Plans Examiner (B3) certification is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. A copy of this certification must be uploaded with your application materials. To qualify for this position at the GS-11 grade level, you must possess the following minimum qualification by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-10 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is knowledge of, and skill in applying, a wide range of specialized methods, techniques, procedures, policies, costs, materials, and equipment relating to construction. This would include working for a federal, state, or local county or city jurisdiction for commercial construction projects in one of the following positions: engineering technician, construction control representative, commercial plans examiner, commercial building inspector, commercial construction manager or commercial construction superintendent.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience at the grade level(s) of this announcement.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: The work is mainly performed in the field with periods of sedentary office work. Site visits involve the demands and hazards associated with fieldwork on a construction site or in a backcountry environment. Trail travel in the Grand Canyon, either by mule or on foot, may be required and can be extremely demanding. The incumbent must maintain a valid state driver's license to operate passenger vehicles and light trucks.

Working Conditions: Most work is performed on field sites during standard working hours. Visits to field sites require working outdoors in varying weather conditions and terrain. Work involves using numerous special safety precautions, walking over rough, uneven surfaces, climbing, using man-lifts, stooping, bending, climbing on roofs or elevated work areas, standing for long lengths of time, entering high voltage areas, working in; contaminated areas, etc. Daily field trips require use of hard hat, steel toed boots, and eye and/or ear protection. Some travel is required via automobile, helicopter, airplane, river raft, and trail. Helicopter; landings on unimproved landing areas is sometimes required.

Telework: The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
