Help

This position is locally referred to as an Assistant Data Manager, the official title is either Biologist for the GS 0401 Series or Ecologist for the GS 0408 Series.

Assists in the design, development, and management of a database systems for the long-term maintenance, analysis and dissemination of natural resource-related data sets produced by past and forthcoming inventory and monitoring efforts.

Works closely with park resource managers, scientists, GIS specialists, and cooperating personnel to evaluate legacy data, assure that relevant and useful data are acquired and integrated into the I&M program's databases, and that such data complement existing park data systems.

Synthesizes a wide range of data types including biological, physical, and bibliographical in both tabular and spatial formats. Assures that metadata for these data sets is complete, current, and in compliance with FGDC standards.

Integrates a variety of GIS and database management software, and when necessary, modifies or adapts standard software to meet program needs. Assists in the design and development of global positioning system (GPS) data dictionaries, spatial data inventories, and cross linkages to ensure software and data structure compatibility.

Recommends short-term network data management plans to implement standards, guidelines and protocols for the acquisition, dissemination, maintenance, and security of inventory and monitoring datasets collected under the network program.

Assists in providing coordination, technical assistance, and direct professional and programmatic advice and support to network parks on I&M data management.

Conducts portions of data management training and orientation sessions for network parks and others as needed.

Develops and maintains effective working relationships with organizations, individuals, agencies, and the public to encourage and facilitate data procurement and sharing, and cooperative network, regional, and national data management strategies for I&M related data and information management needs.

Participates in professional meetings, workshops, conferences, and symposia dealing with data management, GIS and related topics to present and exchange information and to advocate for park stewardship.

Develops and maintains professional relationships with other government and private agencies and organizations to facilitate data procurement and sharing, and cooperation on a variety of data and information management, GIS, research and resources-related projects.

In conjunction with the Network Program Manager, develops work plans and schedules, cost estimates, and proposals and/or grants to justify funding requests and accomplish goals.

Administers and tracks project deliverables and prepares accomplishment reports as needed or requested.

Maintains awareness of applicable funding sources within and outside the NPS.

Develops draft guidelines to deal with the more complex or unusual problems, or with novel, undeveloped or controversial aspects of using database systems and GIS applications.

Keeps current on emerging technologies related to network data management needs.

Duties will be developmental in nature when filled below the full performance level.

  • You may be required to work weekends, holidays, or overtime.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You will be required to complete a one-year trial period.
  • You may be required to travel overnight away from home up to five (5) nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-07/08/2022-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

Basic Requirement For GS 0401 Series - in order to meet the Basic Requirement you must: (1) possess a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or (2) possess a combination of education and experience courses equivalent to a major as above, plus appropriate experience or additional education.

Basic Requirement For GS 0408 Series - in order to meet the Basic Requirement you must: (1) possess a degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

Specialized Experience For GS 0401 07 or GS 0408 07 - in order to qualify for the GS 07 grade level you must: (A) possess at least one full year of specialized experience equivalent to at least the GS-05 grade level. Examples of qualifying specialized experience include: 1) Developing specific portions or subsets of business processes or workflows to help ensure the long-term integrity of natural resource-related data sets: (2) Working with end users, e.g., project managers, scientists, and field personnel, to research or retrieve data: (3) Inputting or updating workflow documentation and metadata for spatial and tabular dates; (4) Collecting geospatial natural resource data using GPS and GIS software, such as ArcGIS Pro or ArcMap, or (B) possess one year of graduate-level education, or Superior Academic Achievement (SAA). SAA is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. The G.P.A should be credited in a manner that is most beneficial to the applicant. For example, applicants may list their G.P.A. as recorded on their final transcript, or they may choose to compute their G.P.A. The specific provisions are detailed below: G.P.A. as recorded on the final transcript. The final transcript must cover the period being used to determine G.P.A., i.e., all 4 years or last 2 years. G.P.A. including course work after bachelor's degree. Undergraduate course work obtained after an applicant has received a bachelor's degree can be credited in computing the G.P.A. of applicants who need those courses to meet minimum qualification requirements, i.e., the courses are required by the standard or by the individual occupational requirement. They are treated as described in the following example: An applicant for a Biologist position has a bachelor's degree that included no biology course work but has taken 24 semester hours in undergraduate biology courses after obtaining the bachelor's degree. The grades earned in the biology courses should be included in the computation to determine this applicant's eligibility for GS-7 under the Superior Academic Achievement provision. These courses should be counted in determining (1) the overall grade-point average, (2) the average obtained during the final 2 years of the undergraduate curriculum, and/or (3) the average in the major field of study. For purposes of this example, biology would be considered the major field of study. G.P.A. excluding pass/fail courses. Applicants usually cannot claim credit based on their overall G.P.A. if more than 10 percent of their total credit was based on pass/fail or similar systems rather than on traditional grading systems. However, if they can document that only their freshman-year courses (25 percent or less of their total credit) were credited on a pass/fail or similar system, they can use their overall G.P.A. to claim Superior Academic Achievement. If 10 percent or fewer credits or only freshman-year courses were based on pass/fail or similar systems, such credits can be ignored and the G.P.A. computed on the graded courses. Applicants can, however, still claim credit based on their last 2 years if 10 percent or fewer credits were based on pass/fail or similar systems. Applicants who cannot claim credit under the G.P.A. requirements may claim credit for superior academic achievement only on the basis of class standing or honor society membership, or Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed by the Association of College Honor Societies (external link). Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.

Specialized Experience For GS 0401 09 or GS 0408 09 - in order to qualify for the GS 09 grade level you must: (A) possess at least one full year of specialized experience equivalent to at least the GS-07 grade level. Examples of qualifying specialized experience include: (A) at least one full year of specialized experience equivalent to at least the GS-07 grade level. Examples of qualifying specialized experience include: (1) Developing business processes and workflows to ensure the long-term integrity of natural resource-related data sets, including data acquisition, data quality control, data analysis, and data dissemination: (2) Working with a variety of end users, e.g., project managers, scientists, and field personnel, to provide technical support and training: (3) Preparing and maintaining workflow documentation and metadata for spatial and tabular date; (4) Collecting and managing geospatial natural resource data using GPS and GIS software, such as ArcGIS Pro or ArcMap, or (B) two years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
