Duties

Help

The incumbent is responsible, in coordination with regional environmental managers, for preparation of WAPA-wide directives and policies as related to Environment. Develops and maintains WAPA's environmental management system, evaluates WAPA's facilities to determine the extent of compliance with mitigation agreements and determines the need for additional mitigation working with the Environmental Engineer. Plans, develops, and implements programs to assure appropriate reporting and notification of Departmental and regulatory authorities. Develops strategies for meeting environmental planning requirements and facilitates solutions to issues and problems that develop during environmental reviews of WAPA's projects, including issues of level of NEPA compliance, and protection of endangered species and cultural resource sites. Solutions typically involve interaction with interested parties including federal and state agencies, tribes, stakeholders, and the public. Negotiates sensitive environmental issues involving large budgetary and scheduling liabilities with Federal, state, tribal, and local regulatory agencies. Influences the outcome of rulemakings that affect WAPA programs. Interfaces with WAPA's Public Affairs Office to ensure appropriate public involvement in planning and to assist in producing media products that inform other WAPA programs, stakeholders, tribes, and other federal and state agencies pertaining to environmental issues, technology, and changes.

Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's vaccination tracking system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.

Specialized experience for this position is defined as:
Leading or providing oversight to a multidisciplinary team responsible for environmental compliance for a larger organization. Experience leading or implementing the NEPA process, including scoping, public participation, public notice and preparing and or reviewing required documents. Experience reviewing, historic/architectural/archeological/cultural reviews or Endangered or Threatened species reviews.

Travel of up to 25% annually is required; with overnight travel of 3-8 days per month on average.
This position requires the ability to operate a Government vehicle.
The incumbent must be able to obtain and maintain Defensive Drivers certification and have a valid state driver's license. Defensive Driver's Training will be completed upon employment.
