Help

  • Lead the National Capital Region's historic architecture program, including interfacing with cultural landscapes, GIS, and architectural conservation programs
  • Responsible for the identification, research, planning, treatment/design, and preservation maintenance planning of historic and prehistoric buildings and structures within the National Capital Area
  • Identify research needs and suitable research designs and conducts or oversees various levels of research and field investigations; prepares and oversees scopes of work for complex architectural projects
  • Conduct on-site investigations of project sites to determine feasibility of proposed projects, including the development of design alternatives and subsequent analysis to ensure architectural projects are consistent with National Park Service policies, guidelines, and standards along with compliance laws and regulations
  • Work in a multi-disciplinary context and team to preserve and protect historic buildings and structures; train and present historic building documentation, evaluation, and condition assessments to non-professional staff
Duties will be developmental in nature when filled below the full performance level.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to complete training and operate a four-wheel drive vehicle.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 1 night per month. You must obtain a government charge card for travel purposes.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • You must be able to hike while carrying 25 - 30 lbs.
  • You will be subject to a respirator fit test to conduct condition assessments/investigations on historic buildings/structures. These duties constitutes up to 20% of official duties.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-06/24/2022-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

Basic Requirement for 0808 Series: This position requires a professional degree (Master's or higher) from an accredited college or university in architecture plus, at least two years of full-time experience in architecture, OR A State license to practice architecture. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

To qualify for this position at the GS-11 grade level, you must possess the following minimum qualification by close of the announcement:

EXPERIENCE: At least one year of specialized experience equivalent to the GS-09 grade level performing the following: 1) Assist with the identification, research, planning, treatment, and preservation maintenance of historic and prehistoric structures; 2) Support the identification of research needs and suitable research designs and conduct small portions of documentary research and field investigation; 3) Conduct on-site investigations of project sites to assist in determining the feasibility of proposed projects, including the development of design alternatives and subsequent analysis to ensure the project is consistent policies, guidelines, and standards; 4) Conduct and coordinate segments of historic and prehistoric structure research projects; 5) Maintain a list of classified structures; 6) Assist with preparing historic structure reports; 7) Assist in negotiating various cooperative agreements/instruments; 8) Perform initial review on contractor shop drawings, samples, and materials for contract and performance compliance and recommends them for approval or rejection; and 9) Perform limited professional review and assessment of plans, designs, studies, and layouts prepared by another office.

To qualify for this position at the GS-12 grade level, you must possess the following minimum qualification by close of the announcement:

EXPERIENCE: At least one year of specialized experience equivalent to the GS-11 grade level performing the following: 1) Personally conduct the identification, research, planning, treatment, and preservation maintenance of historic and prehistoric structures; 2) Identify the identification of research needs and suitable research designs and conduct small portions of documentary research and field investigation; 3) Conduct on-site investigations of project sites to assist in determining the feasibility of proposed projects, including the development of design alternatives and subsequent analysis to ensure the project is consistent policies, guidelines, and standards; 4) Conduct and coordinate segments of historic and prehistoric structure research projects; 5) Prepare and maintain a list of classified structures; 6) Prepare historic structure reports; 7) Negotiate various cooperative agreements/instruments; 8) Review contractor shop drawings, samples, and materials for contract and performance compliance and recommends them for approval or rejection; 9) Perform professional review and assessment of plans, designs, studies, and layouts prepared by another office; 10) Prepare or oversee the preparation of scopes of work that clearly define the objectives and requirements of the project for Architecture/Engineering design or documentation services; and 11) Train and/or present building documentation, evaluation, and condition assessments to non-professional staff.

Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demand/Working Conditions: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time. The work is performed in both an office setting and occasionally in the field as required to perform on-site investigations and inspections.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
