As a Personnel Security Specialist you will:

  • Provide advice and support to leadership, to include Team Leads and Director, regarding inquiries for case status, program issues, and provides input on how to best resolve complex concerns regarding the processing and adjudication of PIV and security clearance cases.
  • Prescreening and processing of clearance request forms, prescreening and processing of Personal Identity Verification requests (in compliance with Homeland Security Presidential Directive-12).
  • Entry of applicable data into Department of Energy (DOE) and other government agency systems, as well as the maintenance of the Personnel Security Folders (PSFs).
  • Screening and evaluating reports of investigation in cases involving a request for a security credential in compliance with HSPD-12 requirements.
  • Screening and evaluating reports of investigations for the grant or continuation of security clearances in compliance with the Adjudicative Guidelines for Determining Eligibility for Access to Classified Information in compliance with the National Security Adjudicative Guidelines (Security Executive Agent #4) issued by the Office of the Director of National Intelligence, Title 10, Code of Federal Regulations, Part 710 (10 CFR 710), ODNI Security Executive Agents Directives, and DOE Orders 472.2 and 206.2.
  • Assisting with personnel security interviews, preparing correspondence necessary to include letters of interrogatory and psychiatric evaluation requests.
  • Conducting status checks in response to inquiries from others, and answering inquiries from the public and private sectors.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

GS-12: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience is defined as:
  • Scheduling and conducting personnel security interviews in selected cases and evaluating the results of the interviews with recommendations for appropriate and final action in each case.
  • Preparing letters of interrogatory in derogatory cases to address issues of security concern.
  • Evaluating responses to interrogatories and providing recommendations for further action in the case.

NOTE: There is no substitution of education for specialized experience at the GS-12 level.

GS-13: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Experience is defined as:

  • Evaluating responses to interrogatories and providing recommendations for further action in the case.
  • Arranging for psychiatric and/or psychological determination under appropriate authority to obtain competent medical opinion concerning unresolved security concerns.
  • Conducting status checks in response to inquiries from others and answering inquiries from the public and private sectors.
  • Maintaining Personnel Security Files in the correct format and ensuring accountability of all Personnel Security Folders.
NOTE: There is no substitution of education for specialized experience at the GS-13 level.

GS-14: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Experience is defined as:
  • Providing prompt, courteous customer service by responding to in person, email, and telephonic inquiries from clearance holders/applicants, DOE Departmental elements, and other government agencies.
  • Maintaining Personnel Security Files in the correct format and ensuring accountability of all Personnel Security Folders.
  • Conducting analysis of procedures, techniques, and processes pertaining to processing, handling and disposition of Personnel Security Folders.
  • Making recommendations for process improvements based on results of analysis, training, experience, industry best practices, and application of new methods or processes in the field.

NOTE: There is no substitution of education for specialized experience at the GS-14 level.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is announced under a Direct Hire Authority (DHA) for Administrative and Management positions in the GS- 0080 series. Under this Direct-Hire authority, applicants are required to meet minimum qualification requirements at the grade level(s) of interest.
