Summary

This position is part of the Southwestern Power Administration. As a Public Utilities Specialist, you will be responsible for the development of Southwestern (SWPA) Power Administration's marketing policy and Transmission Strategy, and the development, negotiation, and administration of individual SWPA power marketing contracts, and the implementation of SWPA's power marketing policy through those contracts.

Duties

Help

Develop and negotiate original contracts, amendments to existing contracts, and other agreements with public and private organizations for the sale, purchase, or interchange of electric power; for the sale of transmission service; and for system interconnections and modifications. Promote good customer relations, attend meetings with customers, customer groups, and/or potential customers to discuss needs, develop criteria for power supply, develop and explain contract provisions and procedures used in administering the contracts. Implement, and administer policy for both the short-term and the long-term marketing of Federal power resources and/or recommend revisions to established criteria based upon changing laws and/or policies, regulations, and conditions. Review and analyze various engineering studies and recommend auxiliary to the basic power contracts. Review technical requirements provided by engineers in other SWPA organizational elements. In coordination with the Public Affairs Office (PAO) and in support of the Public Affairs Technical Monitor, assist with the preparation and dissemination of power marketing communication materials.

Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's vaccination tracking system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service.

Qualifications

To qualify at the GS-09 level applicants must have either master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related or possess one year of specialized experience equivalent to the GS-07 level. Specialized experience is defined as assisting in researching and developing the implementation of contract documents involved with the utility industry. As well experience is required in at least one (1) of the following: Oral and written communications, media communications, and writing legal documents.

To qualify at the GS-11 level applicants must have either Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degreeor LL.M., if related or possess one year of specialized experience equivalent to the GS-09 level. Specialized experience is defined as: assisting in researching, analyzing, and developing the implementation of utility industry related agreements and contracts. As well experience is required in at least one (1) of the following: Writing legal documents, electric utility experience, and power sales contract development and negotiation.
