This position is part of the Office of Energy Efficiency and Renewable Energy - Headquarters- Office of the Assistant Secretary, Department of Energy. As a Environmental Justice Policy Advisor, you will be responsible for developing a plan for the Office of Energy Efficiency and Renewable Energy and ensuring program compliance with the POTUS Administration's Executive Order 13985 - Promoting Equitable Delivery of Government Benefits and Equitable Opportunities.

Duties

Help

As a Environmental Justice Policy Advisor, you will:

  • Consult with internal and external federal diversity/equity professionals as well as local/community government and organizers, NGO's, private organizations to ascertain minority and under-represented/under-served groups to determine where and how funds, projects, and programs can be used within those communities nationwide; serve as a lead in the field and presents to diverse audiences to include stakeholders and Federal and State partner agencies.
  • Develop, socialize, and integrate new policies and programs into existing structures within the office for the purpose of long term, durable increases to equitable outcomes from research; provide policy advice, support, and assistance to senior staff in managing the prioritization, funding, and execution of energy & environmental justice projects.
  • Lead studies to determine the value and scope of policies, programs, and initiatives; provide analysis and advice to ensure focus on agency strategic plan priorities addressing renewable energy and energy efficiency issues of importance to the Department, Congress, and the White House.
  • Analyze and interpret legislation, Executive Orders, and regulations relevant to energy and environmental justice; recommend modification of various energy efficiency and renewable energy initiatives and assist in the drafting and review of energy and environmental justice Memoranda of Understanding.
  • Review legislative mandates, agency goals, and programmatic strategic objectives against allocated budget/cost and schedule trends and provides input related to the development/modifications of budget formulation.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-14 in the Federal service. Specialized experience for this position is defined as:

Experience advising senior management on the prioritization, funding, and execution of energy & environmental justice projects and providing input on the market and policy structure of clean energy integration; experience coordinating and advising on energy projects for under-represented groups and keeping post of current and emerging roles of different players in the energy system including but not limited to federal/local/community government and organizers, NGO's, private organizations; and experience working within an existing institution to make illustrated lasting changes to processes and structures.

Education

Education cannot be substituted in lieu of specialized experience at this grade level.
