This position is in a National Park Service Unit. The primary purpose of the position is to provide administrative information and assistance to the Superintendent and to the Administrative Officer of the unit and staff, on the practical and technical aspects of office administration, to include basic IT duties, human resources, budget payment of invoices, and property management, and other administrative support services, and to perform staff support work in each of these areas. This position description was in large part developed to identify Human Resources support work remaining in parks after implementation of the Servicing Human Resources Offices. Serves as a contact for the park and in coordinating with the Human Resources Specialists in the Servicing Human Resources Office (SHRO). Refers managers and supervisors to SHRO regarding substantive human resource issues. As Requesting Office in FPPS for SF-52 actions for the park location, initiates personnel actions to be authorized and approved by the SHRO. All related original documentation (paperwork, awards, etc.) must be submitted to the SHRO. Actions/support include a variety of accessions, separations, and related action, for positions in the competitive service, excepted service, and/or special programs/authorities such as veterans, people with disabilities, students, and seasonal employees. Provides orientation for new employees on Entrance On Duty (EOD) dates; assists in the completion of their in processing paperwork. Checks employees in and ensures supervisor checks employee out upon separation. Ensures new hires are aware of background investigation requirements and submits required information to SHRO and HROC within established timeframes. Sets up OWCP DOI files and consults with SHRO on non-routine matters. Keeps SHRO abreast of status and progress of claims, tracks COP beginning/end dates, and intermittent usage of the same. Consults with SHRO on matters of OWCP Compensation claims for Disability and leave buy-back process. Consults with SHRO about follow-up FPPS actions. Records proper leave usage for leave buyback purposes. Provides employees with proper information and forms on Open Seasons (benefits). Assists in providing basic employment information to the general public. Accesses United States Department of the Interior NATIONAL PARK SERVICE USAJOBS website and retrieves vacancy announcements to disseminate to park areas and the general public as requested. Represents the NPS at Career Days at educational institutions. Provides guidance and counsel to park personnel to ensure that all HR related documents are prepared in accordance with established SHRO policy and procedures. Establishes suspense controls on standards of performance and appraisals. Reviews award packages for format and conformance with guidelines and instructions. May serve as POC for Permanent Change of Station (PCS). Serves as the primary timekeeper for the unit. Reviews time and attendance reports for employees and assures reports are correctly entered into QuickTime. Maintains files and training certificates on QuickTime Certifiers and Timekeepers. Responds to and resolves issues involving QuickTime Administration, which may include requests to add/remove employees, name changes and passwords. Advises supervisors and employees concerning questions about pay, hours of duty and leave. Provides technical assistance as needed. Coordinates or tracks the hours worked by seasonal employees. Refers technical questions as applicable to the SHRO.
