This position is located in Design & Engineering (D&E) Branch of the Facility Management Division of Yosemite National Park, a National Park Service (NPS) unit characterized by geographically dispersed visitor and resource venues supported by a highly diversified infrastructure. The nearly 1,200 square mile park includes numerous buildings and facilities of various types and uses, an extensive park-managed road and trail system, and complicated park-managed utility systems located in multiple developed areas, including water, wastewater, electrical, and telecommunications systems.

Major Duties include:

  • Perform detailed topographic, construction, location, geodetic, engineering, and other land surveys as the park's primary surveyor.
  • Serve as a member of a team engaged in the planning, design, and construction of repair and rehabilitation projects for park facilities and infrastructure.
  • Prepare maps and drawings of existing conditions and topography using AutoCAD for use in design and engineering of projects.
  • Research existing survey and land records pertaining to current projects and work with engineers to identify the need for additional survey data as appropriate.
  • Oversee the gathering of as-built data for all park construction projects; review and incorporate data into park AutoCAD base mapping.
  • Coordinate with the park's Enterprise Geographic Information Systems (EGIS) program to maintain consistency between AutoCAD basemaps and EGIS data.
  • Prepare reports or briefing statements on public land survey issues.
  • Lead work of ad-hoc survey crews.
Yosemite National Park, California, known worldwide for its spectacular natural beauty is the backdrop for this position. Sitting astride the Sierra Nevada Mountains, the park covers 1,182 square miles of varied wilderness ecosystems, from river valleys to alpine meadows to lofty 13,000 foot high peaks. Yosemite Valley is located 208 miles from San Francisco, 81 miles from Merced, and 94 miles from Fresno. Shopping, medical, postal and laundry services are available in the park. Elevation at the Valley floor is approximately 4,000 feet and 2,200 feet in El Portal. The park is open year-round with the majority of activities occurring during the busy season March through October.

  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided
  • If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • Selectee must be able to lift 30 pounds.
  • Selectee must achieve a Contracting Officer's Representative (COR) Level II Certification, within 24 months of entry-on-duty and maintain certification, as a condition of employment.
  • Selectee must achieve licensure as a Professional Land Surveyor with the State of California, within 24 months of entry-on-duty and maintain licensure, as a condition of employment.

Qualifications

All qualifications must be met by the closing date of this announcement-04/25/2022-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position, you MUST meet the basic requirement AND the specialized experience qualification.

Basic Requirement:
GS-1373:
Degree: land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.

Combination of education and experience -- courses equivalent to a major in land surveying or civil engineering as described above, plus appropriate experience or additional education.

The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.

In addition to the basic requirements, to qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). At this level, work assignments require the land surveyor to determine approaches and solutions to land surveying situations involving a variety of complicating factors; use judgment in modifying, adapting, and making compromises within standard guidelines; apply standard practices to new situations, relating the work to precedents; and communicate project status with interested parties. Examples of specialized work experience include: 1) managing complex topographic, construction, and cadastral survey projects using a variety of equipment including total stations, handheld data collectors, and global positioning system (GPS) receivers; 2) leading or supervising survey crews in a field setting on complex projects; 3) coordinating with other interested parties on a project as the land survey subject matter expert, including for the resolution of property and boundary matters, and 4) preparing written reports describing unique problems encountered and recommendations of solutions for management to make proper decisions. You must include hours per week worked.

There is no substitution of education for experience at the grade level(s) of this announcement.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step salary at the indicated grade for the position, which is $79,363.00 per year for this position. Physical Demands: Office work requires long periods of sitting or standing at a computer terminal. Field work may require long periods of standing, regularly walking over steep and/or uneven terrain, bending, stooping, crouching, reaching, and lifting/carrying of survey equipment and other moderately heavy items (up to 50 pounds). On occasion, the incumbent may be required to hike several miles into the backcountry while carrying an overnight pack.

Working Conditions: The work environment is split between a conventional office setting and travel to survey sites, occasionally in the back country. Field work involves moderate risk due to a combination of environmental and construction-related hazards. Potential environmental hazards include adverse weather conditions such as excessive cold or heat, high winds, rain or snow, and sun; wild animals; mosquitoes and other insects; poison oak and other irritating plants; and water hazards such as stream crossings.

Possible construction hazards include moving equipment or machines, noxious fumes, dust, high levels of noise, and hazardous chemicals. Safety precautions including a hard hat, steel toed boots, ear protection, and other protective clothing may be required.
