Summary

This position is in the Office of Electricity (OE). As a Supervisory Communications Specialist, you will be responsible for providing strategic communications and outreach leadership in coordination with DOE's Office of Public Affairs and Congressional Affairs as well as OE senior leadership to support OE in the following functions: Media Relations, Web Management, Public Awareness, Speaking Engagements, Executive Communications, Congressional Relations, and Internal Communications.

Duties

Help

As a Supervisory Communications Specialist, you will:

  • Develop the foundation of and communicates OE's strategic vision to internal and external audiences. Responsible for ensuring OE messaging is timely, accurate and relevant. Manage all public affairs functions including the development of press releases, talking points, website updates, blogs, speeches, social media, and all other OE messaging.
  • Advise and inform OE leadership on the needs and perceptions of key OE constituencies as they relate to or are affected by OE programs and how best to communicate program goals and policies to them.
  • Perform the full range of supervisory duties. Interview and select or recommend selection of candidates for vacancies; recommends approval of promotions and reassignments; approve the development and training of staff members.
  • Plan, organize, and assign work based on the business needs, capabilities and knowledge of the subordinate staff which includes setting and adjusting both short- and long-term priorities.
  • Formulate and provide technical advice to counterparts in stakeholder organizations, regarding the design, planning, implementation, and evaluation of effective communication and information vehicles, (i.e., social media, website, news press, and public service announcements, etc.)

  • New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first-year as a supervisor.
  • New supervisors/managers are required to serve a one-year probationary period.
  • This position is eligible for telework; however, approval is at the discretion of the supervisor.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as:

  • Developing communication strategies and products for an organization.
  • Writing and editing press releases, articles and other written communication materials concerning scientific subjects related to the organization's programs.
  • Writing and editing speeches and talking points for public events, press conference and other such appearances.
  • Providing authoritative advice to senior management for improving the delivery of program information.
  • Experience using the Internet, social media, and/or web pages to communicate information to the public and media.
