Help

This series covers Program Support, Administrative Management, Legislative Affairs, Program Evaluation & Risk Analysis, Policy Analysis, Staff Assistant, Outreach Specialist, Resources Management, Communications, or External Affairs positions managing, supervising, leading, and/or performing administrative and management work. Position titles may vary.

Legislative Affairs:
  • Research, develop, draft, and clearly articulate legislative proposals affecting programs.
  • In consultation with technology program staff, managers, and senior staff, identify and define specific energy policy issues, develops sources of information, develop, or coordinate the development of data, performs analyses using quantitative and qualitative techniques and methods, synthesize results, and draft proposed changes in legislation.
  • Continuously assess the need for new or revised approaches to inform Congressional staff and Members through developing, synthesizing, and providing compelling and accurate information about program activities that showcases the organization and its programs.
Communications/ Outreach Specialist:
  • Provide strategic advice to the Program Director and staff on communications strategy and managing the website, other online communications tools, press releases, print publications, and event planning and coordination.
  • Provide budget input to the supervisor for the assigned program/projects, and supplies justification as to the importance of efforts and the consequences of not providing the necessary funding.
  • Prepare communications such as the development of mission statements, special reports, etc. within assigned areas and respond in oral and written form to requests for information by determining the nature of the information required and assembling the material using the appropriate format and style based on needs and organization.
Staff Assistant/Administrative Management/Program Support:
  • Interpret regulations for the States, DOE field offices, and professional organizations with respect to analysis and/or implementation of comprehensive program activities relating to the multifaceted energy efficiency and renewable energy initiatives required by various national program legislation or directives.
  • Address a wide variety of highly complex energy efficiency and renewable energy projects in an assigned area within the Office and recommends solutions to project problems of an especially complex, difficult, or sensitive nature.
  • Assure that projects proceed in a manner consistent with approved objectives, costs, and schedules.
  • Coordinate with other organizations regarding work accomplishment, priorities, chains of command, and communication channels.
  • Change workflows and work assignments to balance workloads and increase effectiveness of operations and personnel utilization.
Program Evaluation & Risk Analysis/Policy Analysis:
  • Collaborate with risk owners in tracking the implementation and revision of risk mitigation and issue corrective action plans.
  • Coordinate with internal and external stakeholders to track risk mitigation activities and its impact on the project implementation activities, using the enterprise risk/issue tracking tools.
  • Prepare and/or oversee preparation of scopes of work and determines schedules and budgets to achieve program goals.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GS-09: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Experience is defined as:

  • Establishing and maintaining effective working relationships with interested parties both internally and externally.
  • Developing and executing studies intended to establish public awareness trends and measure the effectiveness of communications activities.
  • Analyzing and extracting pertinent data from various sources within and outside the Department.
OR

Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the Communication Specialist.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.

GS-11: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience is defined as:
  • Establishing and maintaining effective working relationships with interested parties both internally and externally.
  • Developing and executing studies intended to establish public awareness trends and measure the effectiveness of communications activities.
  • Analyzing and extracting pertinent data from various sources within and outside the Department.
  • Executing media campaigns tailored to specific audiences designed to increase public understanding of multifaceted issues.

OR

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.

GS-12: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience is defined as:

  • Preparing written responses to a variety of high-level documents and requests for information both internally and externally.
  • Responding to a variety of Congressional inquiries.
  • Researching, developing, drafting, and clearly articulating legislative proposals affecting programs.
NOTE: There is no substitution of education for specialized experience at the GS-12 level.

GS-13: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Experience is defined as:

  • Preparing written responses to a variety of high-level documents and requests for information both internally and externally. Responding to a variety of Congressional inquiries.
  • Spearheading and attending congressional briefings and meetings, as appropriate.
  • Providing strategic advice and recommendations to achieve consistent and effective provision of key information and materials, at varying levels of detail, to Congressional staff and Members.

GS-14: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Experience is defined as:

  • Recommending estimates for Full-Time Equivalents (FTEs) and support contractor requirements for their technology areas.
  • Overseeing budget execution within the technology area and working closely with Technical Project Officers (TPOs) to ensure proper management and accounting of funding.
  • Developing and submitting the technology area spend plan to the Program Director and Programs Manager(s) for their review and approval on an annual basis and when significant changes are necessary.
  • Adjusting program activities based on budget decisions by the Department and ensuring timely funding of projects and other program activities, confirming funding availability, and issuing guidance for milestone requirements.
NOTE: There is no substitution of education for specialized experience at the GS-14 level.

GS-15: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Experience is defined as:

  • Managing the website, other online communications tools, press releases, print publications, and event planning and coordination.
  • Preparing communications such as the development of mission statements, special reports, etc. within assigned areas.
  • Responding, in oral and written form, to requests for information by determining the nature of the information required and collecting and assembling the material using the appropriate format and style based on needs and organizational practices.
  • Developing working relationships with external and internal communication and press officials in Federal, State and local government agencies, private businesses, professional and trade organizations.
  • Representing assigned programs in internal and external communications efforts to ensure that critical programs/projects are properly and successfully presented to the proper audiences.
  • Developing and implementing communication strategies for various program audiences.

NOTE: There is no substitution of education for specialized experience at the GS-15 level.
