This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service

The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.

This position involves the following duties:

  • Is responsible for the preparation of historic preservation documentation, compliance, and background materials for clearances, permits, licenses, etc., as required by Section 106 and Section 110 of the National Historic Preservation Act (NHPA), Native American Graves Protection and Repatriation Act (NAGPRA), Archeological Resources Protection Act (ARPA), NPS Management Policies, and cultural resources management guideline for planning and construction projects that involve cultural resources for all park undertakings. Recommends, plans for, and executes archeological investigations required to meet NHPA, ARPA, NPS guidelines, and the research needs of the parks.
  • Incumbent designs, implements, and supervises multi-phased archeological projects involving documentary, archival, and collections research; field investigations (both survey and excavation); laboratory analysis of recovered data; and professional report writing.
  • Incorporates appropriate GIS technology into job to provide comprehensive and scientifically sound answers to inquiries from managers and others. Uses automatic methods of data collection, analysis or illustration. Inputs data into digital form and uses computer applications for data analysis, manipulation, and presentation.
  • Develops work plans and schedules, scopes of work, cost estimates, and proposals and/or grants to justify funding requests and to accomplish goals. Administers and tracks project funds and prepares accomplishment reports, as needed. Maintains awareness of applicable funding sources within NPS and outside.
  • Interprets heritage and cultural resources to public and professional contacts through presentations at professional conferences, visitor facilities, professional journals, etc.
  • Develops contract specifications for heritage and cultural resource work and acts as COR or inspector on such contracts.
  • Develops and implements projects related to stewardship enhancement and public interpretation of heritage and cultural resources, such as partnership agreements and site steward programs.

  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You will be required to complete a one-year trial period.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.

Qualifications

All qualifications must be met by the closing date of this announcement-03/09/2022-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

BASIC REQUIREMENT: Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included 3 semester hours each in the following course areas: 1) History of archaeology, 2) Archaeology of a major geographical area such as North America or Africa, 3) Regional archaeology, archaeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development, 4) Theory and methods of archaeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques, 5) Archaeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. AND six semester hours of related course work in: 1) geography, geology, or cultural geography; 2) history, historiography, or historical archaeology; 3) environmental studies; 4) scientific writing (nonfiction English composition); and/or 5) surveying; AND Archaeological field school. You must include a copy of your transcripts.

Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a related curriculum: anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics); history; American studies; or a related discipline, provided the curriculum supplied academic course work sufficiently similar to the requirements in A (including archaeological field school). You must include a copy of your transcripts.
-OR-
four years of specialized experience in archaeological work that demonstrated a thorough knowledge of the fundamental principles and theories of professional archaeology. The work experience must have included archaeology field experience, which may include that gained in an archaeological field school. Field experience should have included a combination of professional experience in archaeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archaeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archaeological project .In addition to meet the basic requirement and to qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Following relevant scientific approaches and methods in conducting archaeological inventory, monitoring, and applied research projects for submerged cultural resources. Conduct excavations or surveys requiring multiple crew members with complex logistical and archeological situations. Prepare and submit documentation to State Historic Preservation Office and/or Tribal entities for review and comment in compliance with Section 106 of the NHPA. Apply federal laws, policies and guidelines to archaeological work. Particularly the application of Section 106 and Section 110 of the National Historic Preservation Act. Produce scholarly research and final documentation for a variety of audiences.. You must include hours per week worked.

EDUCATION: Successful completion of at least 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in anthropology, archaeology, or related fields from an accredited educational institution.. Physical Demands: Field work routinely requires physical exertion such as long periods of standing or walking over rough, uneven, rocky surfaces or mountainous terrain; recurring bending, crouching, stooping or reaching; using hand tools such as shovels, trowels, or screening devices; and lifting of moderately heavy items such as equipment and samples.

Working Conditions: The work regularly involves moderate risks or discomforts which may require special safety precautions, e.g., adverse weather conditions, hazardous environmental conditions, hostile wildlife; and travel in motorized and non-motorized watercraft, helicopters and fixed wing planes.
