This position, a part-time, GIS Specialist, is an outstanding opportunity for a candidate with skills in Geospatial technologies. Employee will serve as the GIS Specialist of the Ice Age National Scenic Trail (NST). The position is in Cross Plains, Wisconsin, is supervised by the Trail Manager for the Ice Age NST, with office space in a newly renovated building situated on NPS Property along the Ice Ace Age NST route. The NPS property is located within and makes up some acreage of the larger Cross Plains Ice Age National Scientific Reserve and State Park.
The Ice Age NST is a premier recreational footpath that generally follows the edge of the last glacial advance in Wisconsin. The Ice Age NST is administered and managed in partnership between the National Park Service (NPS), Wisconsin Department of Natural Resources (WDNR), and Ice Age Trail Alliance (IATA). When completed, the Ice Age NST will meander for approximately 1,200 miles through Wisconsin, from Potawatomi State Park in Door County to Interstate State Park in Polk County. Today, approximately 700 miles of the Ice Age NST have been constructed and are open for use. The Ice Age NST preserves outstanding landscapes and landscape features, resulting from continental glaciation. The NPS is responsible for overall administration, NEPA, planning, compliance, interpretation, volunteer program and signage of the Ice Age NST.
Responsibilities:
Carry out provisions of the National Trails System Act (P.L. 90-543, as amended) pertaining to the geospatial aspect of planning and administering of the Ice Age NST.
Administers all functions related to ArcGIS, technical support, and collecting data with GPS while proposing creative ways to use technology to advance development of the trail and advanced interpretation
Prepare digital and hardcopy documents requiring geospatial analysis for public distribution or analysis
In collaboration with regional GIS personnel, oversees development, management, organization, and protection of Trail GIS data
Design and maintain geospatial or relational databases using NPS quality control standards, protocols, and guidelines
Create presentations of findings and effectively communicate situation to other interested parties
Ground truth GIS data in the field and identify locations of importance using GPS
Area Information: The office is in Cross Plains, Wisconsin, just a short drive from Madison, home to the State Capital and the University of Wisconsin- Madison. Cross Plains and Madison are in Dane County. Dane County has a population of approximately 542,364. Madison and the areas surrounding it offer exceptional recreation opportunities during all seasons. Madison is sometimes described as The City of Four Lakes; the four lakes located within Madison make for an additional range of outdoor activities, depending on the time of year. Madison has over 6,431 acres of park space, which is 13.5% of the total city area. Basic Education Requirement for GS-0150: Completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
Combination of 4 years of education and experience which included courses equivalent to a major geography or a related field that included 24 semester hours in Geography, or related fields listed, plus appropriate experience or additional education, to total 4 years.
Basic Education Requirement for GS-1370: Completed a 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).
OR
Combination of courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown above, plus appropriate experience or additional education.
Basic Education Requirement for 0401: Completed a full four year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position.
OR
Combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology; PLUS appropriate experience or additional course work.
Basic Education Requirement for 1301: Completed a full four year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience that included education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, PLUS appropriate experience or additional education.
AND
MINIMAL QUALIFICATIONS: One year of specialized experience equivalent to the GS-09 grade level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience for this position include: using Geographic Information System (GIS) database and database management systems to convert information from analog to digital form; integrating computer models with biological and physical scientific knowledge and management practices; develop Global Positioning System (GPS) data dictionaries, spatial data inventories, and cross linkages; participating in field work to generate new or verify (ground truth) mapped information; and preparing GIS plans, data dictionaries, and resource management plan project statements related to GIS.

Completed three years of progressively higher graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in the Geography, Cartography, or other scientific fields related to the work of this position.
