This position is located in National Park Service's Interior Region 1-National Capital Area Land Resources Program Center, in Washington, D.C., reporting to the Regional Lands Chief.

The Land Resources Program Center is generally responsible for real estate transactions, right-of-way program coordination, regional lands cartographic program, jurisdictional transfers and other land and boundary management assistance.

Help

As a Land Surveyor GS-1373-13, your typical work assignments may include the following under general supervision:

  • Develop, coordinate, direct, and evaluate the regional land survey and boundary management program.
  • Serve as a regional subject matter expert in land survey principles, practices and methods for varied and complex survey and boundary problems. This includes records and legal research, resolving technical and professional issues associated with land surveying. Indepth knowledge and experience with state and federal statutes, policies, guidelines and professional land survey standards is required.
  • Conduct boundary survey field activities or coordinate with other federal or state licensed professionals as needed to resolve critical boundary survey needs.
  • Provides support to parks, regional contracting offices and other regional land offices by providing scopes or statements of work and cost estimates in preparation of the award of professional land surveying contracts or interagency agreements, and managing those contracts through completion.
Active coordination with other NPS regional and national boundary management programs and other federal land management agencies.

You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 2-4 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • Must be a licensed or certified Professional Land Surveyor in good standing in at least one U.S. state or territory.
  • Must have or obtain a Professional Land Surveyor license or certificate in one of the state(s) identified below and served by the relevant NPS regional office within 2 years of appointment, as subsequently approved by the Regional Realty Officer: District of Columbia, Maryland, Virginia, and West Virginia.

Qualifications

All qualifications must be met by the closing date of this announcement-03/07/2022-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

You must meet the following Basic Requirements in order to be eligible for this position:

Degree:
land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.

Combination of education and experience -- courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education.

-OR-

The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.

If you do not meet these basic requirements, you will be considered not qualified and will not received consideration for this position.

Selective Placement Factor:
Must be a licensed or certified Professional Land Surveyor in good standing in at least one U.S. state or territory.

To qualify for the GS-13 Land Surveyor position you must possess all of the following minimum qualifications by close of the announcement:

Specialized Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience must be documented in your resume to include at least one year of work as a senior-level survey party chief or land survey project manager with broad experience in various boundary survey projects involving evidence review, the application of boundary law and subsequent decision-making and boundary location determination.

There is no substitution of education for experience at the grade level(s) of this announcement.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR §575.102 is not eligible for a recruitment incentive.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: Work is both sedentary and physically strenuous. Requires physical exertion such as walking and carrying heavy supplies and equipment for long distances over difficult terrain (e.g. uneven, rough, steep, swampy) and standing for long periods of time.

Working Conditions: Work is performed both in the office and field. There may be occasional exposure to adverse weather conditions and to risks associated with typical land survey field activities (steep terrain, remote areas, etc.) that require normal safety precautions and safety equipment.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
