Summary

This position is located with Technical and Regional Services (EPR), Pollution Prevention and Abatement (PP&A) (EP), Environment, Fish and Wildlife (EF&W) (E), Bonneville Power Administration (BPA).

The purpose of this position is to provide scientific and technical expertise for Technical and Regional Services for pollution prevention and abatement programs, projects, and natural resource protection/management issues.

Duties

Help

As a Physical Scientist (Environmental), you will:

  • Assist with the design, coordination, and oversight of sampling and monitoring efforts/programs.
  • Assist with investigations and cleanups of BPA sites.
  • Respond to environmental emergencies resulting from the accidental releases of hazardous or toxic substances and petroleum products.
  • Provide scientific and technical advice, guidance, and assistance to regional and other BPA personnel regarding requirements of environmental laws, regulations, BPA environmental policies, plans, programs, and practices.
  • Plan and carry out environmental programs and projects within the framework of applicable laws.
  • Monitor Federal, multi-state (WA, OR, MT, ID, etc.), and local environmental laws and regulations for regulatory compliance.
  • Assist with the research, organization, and maintenance of scientific and technical information for use in environmental studies and projects.
  • Monitor performance and compliance with contracts to assure that BPA receives goods or services that conform to the scientific and technical requirements as set forth in those contracts.

  • After employment, this position may be subject to periodic physical examinations, as prescribed by competent medical authority and at BPA expense, if exposed to health hazards.
  • Moderate physical lifting as well as other is also required.
  • Work is performed in the office and field. Fieldwork requires moderate physical exertion hiking through BPA rights of way, which includes very steep and uneven terrain. The work involves lifting and positioning generators weighing up to 50 lbs.
  • The work is performed in a variety of weather conditions. Exposure to hazardous substances and various types of contamination may occur. Protective clothing and respiratory equipment are required when appropriate.

Qualifications

BASIC REQUIREMENT:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

SPECIALIZED EXPERIENCE REQUIREMENTS:

GS-07:


A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) in the Federal service.

Specialized experience for this position is defined as: Experience in 1) taking measurements and collecting data; 2) conducting routine calculations, including plotting and checking of numerical data; AND 3) applying principles, theories, practices, and techniques in the physical sciences.

You may substitute education for specialized experience as follows:


GS-09:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service.

Specialized experience for this position is defined as: Experience in 1) conducting routine scientific studies, analyses, and tests following standardized methods and procedures for hydrological, meteorological, or closely related physical science processes; AND 2) providing scientific and technical information for pollution prevention and abatement programs, projects, and natural resources protection/management issues.

You may substitute education for specialized experience as follows:

  • Two years of progressively higher level graduate education leading to a master's degree, or master's, or equivalent graduate degree; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-
  • Combination of graduate education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first year of full-time study may be credited).
