As a Electrical Engineer you will:

  • Provide overall authoritative leadership and direction to pioneering engineering and/or scientific development efforts in achieving new and innovative capabilities relative to new or expanded use of energy resources, environmental cleanup or development of new technologies, and the impacts of energy production on society or the national economy.
  • Initiate new projects or provide leadership for broad and complex programs/projects that are on the cutting edge of technology and that serve as models for other engineering and/or scientific programs both within and outside of DOE.
  • Develop long range plans with intermediate goals and resource requirements, taking into consideration financial and technical constraints. Identifies and analyzes the technical needs of programs and recommend and oversee appropriate technology development to enable or improve program execution.
  • Coordinate programs with others across the DOE complex to assure an appropriate balance among cost and schedule 2 performance and the mitigation of risks to workers, the public and the environment.
  • Use technical judgment and an understanding of national policies to recommend new or modified programs or the phasing out of old ones.

Qualifications

You must meet the Basic Requirement listed in the "Education Requirements" section and the "Specialized Experience" to qualify for this series as described below.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:


GS-12: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience defined as:
  • Applying engineering practices to ensure the project systems meet performance objectives.
  • Planning, and conducting projects/studies to evaluate and recommend ways to improve the efficiency of operations.
  • Providing recommendations to ensure projects/programs are coordinated in an efficient and cost-effective manner; and participating in the resolution of issues affecting assigned project.

NOTE: There is no substitution of education for specialized experience at the GS-12 level.

GS-13: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Experience defined as:
  • Conducting engineering research and studies to determine and recommend appropriate solutions to issues, interpret designs, and evaluate adequacy.
  • Conducting projects and /or studies within established financial and time constraints.
  • Developing and utilizing data collection techniques to assess project and program effectiveness.
  • Interpreting and evaluating engineering drawings, specifications, and technical data packages.

NOTE: There is no substitution of education for specialized experience at the GS-13 level.

GS-14: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Experience defined as:
  • Analyzing the application of experimental theories and/or new applications and developments for research and development.
  • Developing strategies and tactics for future activities and to meet technology development goals.
  • Developing requirements, long term goals, objectives, and schedules for the accomplishment of applied research and development, and deployment of technologies.
  • Preparing briefings , presentations, newsletters, and other communications to convey the status of research, project, or program.

NOTE: There is no substitution of education for specialized experience at the GS-14 level.

GS-15: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Experience defined as:
  • Developing and documenting research plans including associated budget plans in a timely manner.
  • Monitoring projects and providing high-level guidance to help resolve any project-related issues, including project modifications.
  • Developing and negotiating major agreements with other government agencies in the assigned new business areas.
  • Clarifying and making authoritative recommendations leading to decision making and resolution of critical issues.
  • Evaluating complex technical issues and research results associated with the integration of technologies and recommend future program research needs.

NOTE: There is no substitution of education for specialized experience at the GS-15 level.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

FEDERAL REQUIRMENT FOR COVID-19 VACCINATION:

To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. As part of onboarding, you will need to submit DOE's Certification of COVID-19 Vaccination for Prospective Federal Employees attesting to truthfulness prior to onboarding. Education

Basic Requirement

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

  1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

Under this Direct-Hire authority, applicants are required to meet minimum qualification requirements at the grade level(s) of interest.
