As a Project Officer you will:

  • Interpret regulations for the States, DOE field offices, and professional organizations with respect to analysis and/or implementation of comprehensive program activities relating to the multifaceted energy efficiency and renewable energy initiatives required by various national program legislation or directives.
  • Address a wide variety of highly complex energy efficiency and renewable energy projects in an assigned area within the Office and recommends solutions to project problems of an especially complex, difficult, or sensitive nature.
  • Assure that projects proceed in a manner consistent with approved objectives, costs, and schedules.
  • Initiate and oversee the conception, development, and planning of new Funding Opportunity Announcements (FOAs).
  • Develop FOA requirement documents, plan informational workshops, organize merit review, brief selection officials, and collaborate with Contracting Officers and related personnel on all facets of FOA planning.
  • Serve as lead for a matrixed team including the assigned Contracting Officer, Grants Management Specialist or Contract Specialist, Attorney, and NEPA Compliance Officer or equivalent.
  • Lead award negotiation in cooperation with Contracting Officers and related personnel.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

GS-11: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience is defined as:

  • Coordinating across technology offices and programs to address technology integration issues, approach and strategies.
  • Analyzing and recommending modification of various energy efficiency and renewable energy initiatives.
  • Identifying and recommending program initiatives to ensure the broadest possible or most effective participation in energy efficiency and renewable energy programs.
OR

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.


GS-12: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience is defined as:

  • Coordinating with other Technology Managers and Project Managers on tracking the performance of earlier/later stage related technologies.
  • Supporting corporate and departmental evaluation efforts (including audits, independent project review, etc.)
  • Coordinating and supports communication and outreach functions of the technology area as well as the Program as whole.

NOTE: There is no substitution of education for specialized experience at the GS-12 level.

GS-13: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Experience is defined as:

  • Coordinating and supports communication and outreach functions of the technology area as well as the Program as whole.
  • Modifying or canceling with recipients and national labs, de-obligates funding from canceled projects, and making recommendations to the Program Manager on alternate uses of funding.
  • Recommending estimates for Full-Time Equivalents (FTEs) and support contractor requirements for their technology areas.
  • Overseeing budget execution within the technology area and working closely with Technical Project Officers (TPOs) to ensure proper management and accounting of funding.

NOTE: There is no substitution of education for specialized experience at the GS-13 level.

GS-14: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Experience is defined as:

  • Recommending estimates for Full-Time Equivalents (FTEs) and support contractor requirements for their technology areas.
  • Overseeing budget execution within the technology area and working closely with Technical Project Officers (TPOs) to ensure proper management and accounting of funding.
  • Developing and submitting the technology area spend plan to the Program Director and Programs Manager(s) for their review and approval on an annual basis and when significant changes are necessary.
  • Adjusting program activities based on budget decisions by the Department, OMB, and Congress, and ensures timely funding of projects and other program activities, confirming funding availability, and issuing guidance for milestone requirements.

NOTE: There is no substitution of education for specialized experience at the GS-14 level.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
