Summary

This position is part of the Department of Energy's, Loan Programs Office, Immediate Office of the Director, Loan Origination Division. As an Investment Officer, you will have the responsibility for supporting a group of staff responsible in the review, analysis, and processing of loan and loan guarantee applications submitted for the financing of energy projects that qualify under the Energy Policy Act of 2005 and the Energy Independence and Security Act of 2007.

Duties

Help

As an Investment Officer, you will:

  • Perform credit analysis of new loan guarantee applications (i.e., financial modeling, credit assessment and risk analysis) associated with energy projects.
  • Negotiate the terms and agreements needed for clients to secure loans.
  • Prepare presentations and project status dashboards for senior management highlighting the status of the loan guarantee program's current portfolio.
  • Work closely with clients in determining if a project sponsor's projects are ready for full-scale commercialization and underwriting.
  • Analyze debt and equity transactions to determine the risk of various finance projects.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

  • Performing financial analysis of new loan applications for large-scale or commercial infrastructure projects, including detailed market and credit analysis, financial model development and risk analysis.
  • Performing underwriting (including detailed market and credit analyses, financial model development, and risk analyses) of large industrial and infrastructural project finance transactions of $50 million or more including those in renewable energy, nuclear energy, power, transportation, oil and gas telecommunications, petrochemical's or mining sectors and large "corporate' loans for similar transactions.
  • Evaluating project finance structures to recommend appropriate terms and conditions for the approval of federal loans or loan guarantee.
  • Reviewing or Preparing background memoranda, presentations, and other key decision documents that outline the conditions needed to guarantee payment of loans needed to negotiate terms and conditions of federal loan and guarantee agreements.
