Help

This is a Career-Seasonal positions and subject to release and recall procedures. A permanent career-seasonal positions includes all the benefits of permanent employment, but does not provide employment on a full year-round basis. As such, selectees will be in a non-pay/non-duty status for at least 2 weeks to 6 months per year based on project requirements or weather conditions. Selectees are guaranteed to work at least 6 months per year but not more than 50 weeks per year, with the work schedule to be determined upon appointment. The typical season for Fort Laramie National Historic Site is February through December, but can be variable during these months due to project requirements or weather conditions.

Major Duties:
Administer and manage work in a variety of trade skills and crafts, such as masonry, painting, roofing, carpentry, etc. in the performance of work on preservation/restoration projects in accordance to the Secretary of the Interior's Standards for the Treatment of Historic Properties. Incumbent will be required to research, investigate, evaluate, and record data pertaining to historic structures and ruins for the purposes of determining physical condition and degree of preservation/restoration required. Oversees preservation trades work and leads lesser skilled employees. Serves as a Contracting Officer's Technical Representative (COTR). Performs condition assessments, provide project estimates utilizing the Cost Estimating Software System (CESS), and assist in the development of new projects in Project Management Information System (PMIS) software.

You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work overtime.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to possess a current Medical Determination for Respirator Use.

Qualifications

All qualifications must be met by the closing date of this announcement-11/09/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: demonstrates knowledge of techniques, methods, and materials used in preservation of historic structures and ruins. Assesses the condition of historic structures and ruins and is responsible for planning, evaluating, initiating, administering, managing, and performing work on historic structure and ruin restoration/preservation projects that are conducted by themselves or undertaken by project crews or contracted work . You must include hours per week worked.

EDUCATION: Successful completion of at least masters or equivalent graduate degree in historic preservation or a related field, or 2 full years of higher level graduate education leading to such a degree. Such fields include illustrative design, commercial art, fine arts, industrial design, drafting, interior design, architectural conservation, architecture, historical architecture. You must include transcripts.

Successful completion of a combination of education and experience as described above. For example, 6 months of specialized experience and 27 semester hours of qualifying graduate level education equals 100% of the qualification requirement. The total must equal at least 100 percent to qualify. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR §575.102 is not eligible for a recruitment incentive.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: This position requires regular interior and exterior work. There is considerable physical exertion required in the performance of duties, including lifting, pushing, pulling or carrying objects of various sizes, weight and shapes and require the personal protective equipment of a respirator (negative pressure half mask and/or powered air purifier with lose fitting hood), gloves, Tyvek coveralls, eye protection. May work off of ladders, scaffolding and man lifts.

Employee must have medical clearance per the Medical Determination for Respiratior Use (in accordance with CFR park 1910.134, January 28, 1998) to wear the following respirators: Negative pressure half mask and/or powered air purifier with lose fitting hood.

Working Conditions: Work may be performed in a typical office setting and outside the office on historic structures and ruins that may contain hidden hazards or unknown structural deficiencies. Work areas may be dusty, infected with rodent droppings (mouse feces possibly infected with hanta virus and bat feces possibly infected with histoplasmosis bacteria), lead based paint and required the use of negative pressure or powered air purifier with lose fitting hood respirator. Exposure to the out-of-doors may lead to discomfort such as high and low temperatures, humidity and adverse weather conditions. Work involves moderate risks associated with working with power tools. The employee will be required to wear protective gear when working with power tools.
