Help

  • Manages, coordinates, and implements park planning, such as: general management plans, design concept plans, stewardship plans; park studies; visitor experience plans; and prototyping activities and contributes to public programming and public realm concepts.
  • Coordinates with other parks, NPS programs, other agencies and non-profit organizations in leveraging planning, development and fiscal resources that would enhance park resources, operations, and visitor and community experience; (i.e. transportation enhancements, arts and cultural connections, historic preservation, environmental sustainability, etc.)
  • Acting as project manager overseeing coordination and management of grant agreements, cooperative agreements and contracts necessary to accomplish project components; coordination of staff and consultants, including budget, work schedules and coordination; oversight of all local, state and federal environmental and historic preservation regulations pertaining to project development; and facilitation of community engagement efforts.
  • Provides support in developing and reviewing park related federal and state legislative proposals including preparation of WASO Legislative Support Data Packages (LSDP), drafting bills, interpreting statutes and recommending language to ensure authorities necessary to meet Park mission and goals are obtained.
  • Pursues contacts with possible funding sources such as foundations, corporations, community organizations, and civic groups interested in projects related to park and community themes and mutual goals.

You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-09/20/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.


Basic Requirement: In order to qualify for the Community Planner, GS-0020-12 position, you must possess the basic requirements of:

  • Degree in Community Planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
  • OR Degree in a related field such as those listed above but I do not have 12 semester hours of specified course work such as those listed above AND have at least one year of work experience in Community Planning (acquired under the supervision and guidance of a community planner).
  • OR Combination of education and experience that includes courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience.
In addition to the basic requirements, to qualify for this position at the GS-12 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: applying a wide range of principles and practice related to planning in areas such as preservation, urban planning, recreation, and economics; evaluating impacts of planning and development proposals; experience conducting briefings, presentations, drafting reports and conducting developmental training; effectively facilitating discussion with divergent groups; conducting impact analysis on planning and management strategies and developing comprehensive planning and design documents; and initiating creative approaches to resolve complex issues involving diverse interdisciplinary teams . You must include hours per week worked.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: The work is sedentary, but at times requires travel to repositories of information, and may require visits to remote sites which require walking or riding over rough, uneven surfaces. Documentary research and report writing work is sedentary, entails the ability to concentrate and write for long periods of time. Travel is an integral part of the work and may involve longer than eight-hour work days. A valid state driver's license is required.

Working Conditions: Work is performed in an office and field setting. Fieldwork may require periods of outdoor work that involve a variety of topographic and environmental conditions. Physical stamina and some danger may be involved in dealing with remote sites and weakened structures.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
