Serves as a trainee Public Utilities Specialist, the incumbent will be responsible to develop and administer power marketing contracts while supporting customer's needs and learning about the electric utility industry.

At full performance level: This position is established to perform one or more of the following assignments: Develop, negotiate, and administer contracts that enable Western to provide premier power and transmission services; Develop and implement marketing programs for the sale or purchase of power related products and services and to carry out marketing policy and procedures; As a Public Utilities Specialist, you will develop and review energy contracts, develop customer service skills to build and maintain relationships with internal and external customers.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [enter grade] in the Federal service. Specialized experience for this position is defined as: Applicants must have one year of specialized experience, equivalent to the next lower grade level in the federal service or meet the education requirements of the recent graduate program.

For the GS-5 level you must have completed 4 academic years of post high school study or Bachelors Degree. Your current education program must lead to a bachelor's or higher degree. Applicants can also meet the GS-5 level with an Associates Degree and one year of qualifying experience equivalent to the GS-4 level.
For the GS-7 level, you must have completed 4 academic years of post high school study or Bachelors Degree with Superior Academic Achievement (3.0 GPA or higher). Your current education program must lead to a bachelor's or higher degree.
For the GS-9 level, you must have completed the academic requirements for a Master's Degree. You may meet this requirements through a combination of education and meeting the specialized experience requirements of the position.

The Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. To be eligible, applicants must apply within two years of degree or certificate completion (except for veterans precluded from doing so due to their military service obligation, who have up to six years after degree completion to apply). Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.
