As a LANDSAT CALIBRATION AND VALIDATION MANAGER within the EARTH RESOURCES OBSERVATION AND SCIENCE (EROS) CENTER, some of your specific duties will include:

  • Prepares and presents project reviews to management personnel at EROS and USGS HQ, and to technical and management personnel in cooperating Federal agencies to present status on assigned or potential projects and related schedules. Includes briefings and reports for scientific, business, and systems-oriented hardware/software development efforts required for implementation of unique future Landsat Next and SCR calibration tools and systems.
  • Serves as the ECCOE Calibration/Validation manager planning, managing and providing technical oversight to EROS calibration and validation activities focused primarily on the Landsat series of satellite missions. Collaborates with the NASA Goddard Space Flight Center cal/val team on Landsat mission calibration and validation work on planned, active and decommissioned missions to ensure long term and standard calibration of Landsat data for land change applications.
  • Supports Landsat operations by reviewing calibration plans, reviewing technical reports, and providing direction for continuing Landsat calibration into the future. Exercises personal experience, ability and professional technical judgement to propose, design, and plan projects to ensure the validity of Landsat Surface and Surface Temperature products, as well as improving interoperability among various sensors.
  • Supports Landsat 9 and future Landsat missions potentially including super spectral and hyperspectral systems development by participating in instrument, spacecraft, and ground system reviews and technical interchange meetings.

Qualifications

BASIC EDUCATION REQUIREMENT for GS-0854, Computer Engineer:

Applicants must meet A or B below to satisfy the basic education requirement for Computer Engineer, all grade levels.

A. Completed the requirements for a bachelor`s or higher degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Possess a combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (1) Professional registration or licensure; (2) Written Test; (3) Specified academic courses -- successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; (4) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

BASIC EDUCATION REQUIREMENT for GS-1550, Computer Scientist:

Applicants must meet the following to satisfy the basic education requirement for Computer Scientist, all grade levels.

Bachelor's or higher degree in computer science OR a bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

For GS-13:

In addition to the basic requirements described above, applicants must meet the following to qualify for the GS-13 level:


Possess one year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-12 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position. Examples of such experience may include planning, coordinating and implementing natural resource partnerships; identifying major issues and opportunities in remote sensing, satellite systems, ground systems and other data acquisition technologies.
