The Pacific West Region is recruiting for TEMPORARY seasonal positions not to exceed 1039 or 1730 hours work in a service year. Dates of employment will vary depending on funding, weather conditions and visitation. Within regulatory limitations, the length of initial appointment may be shortened or extended depending on work availability and funding.

Duties

Help

  • Serves as a dispatcher in the Park Communications Center. The Center provides all emergency and non-emergency law enforcement and medical communications for the parks as well as serving a support function to the search and rescue and fire dispatch.
  • Operates multi-channel radio and coordinates radio traffic for rescues, law enforcement, ambulance, boating, natural disasters, other emergency situations and basic park inter-divisional operations.
  • Conducts records checks using systems which include National Crime Information Center (NCIC) and National Law Enforcement Telecommunications System (NLETS).
  • In some locations, may respond to a dedicated emergency response (911) dedicated line.
Physical Demands: Incumbent must function efficiently in a confined space for extended periods with no breaks and no opportunity to leave the confines of the Communications Center. The dispatcher is considered an "essential employee," meaning he/she is required to work most holidays, report for duty during adverse weather conditions, and be expected to work for long hours exceeding normally scheduled shifts in case of emergencies. Position is sedentary with high amounts of stress. Incumbent is subject to shift work, rotating shift work, and uncommon tours of duty. Work requires use of the voice in vocal communications for periods of hours at a time. Voice must be clear, audible, and tone effective with words plainly spoken and understandable. Incumbent must be able to hear clearly and discern a variety of audible communications and signals simultaneously. Incumbent must be able to read critical information from multiple sources, including computer screen, fax, and written log quickly and accurately. The work is of an emergency nature and is emotionally stressful. Incumbent must possess manual dexterity sufficient to operate computer terminals/keyboards and related equipment and to maintain written logs. Work involves occasional lifting of boxes and supplies up to weights of 50 pounds.

You may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all your valid driver's licenses, whether current or past.   • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • Applicants may be required to demonstrate the ability to type 40 wpm and/or produce a typing proficiency certificate.

Qualifications

Quality Ranking Factor: Temporary Dispatchers may work without a higher level employee present. These positions handle all emergency telephone calls to the park by taking information, deciding on a course of action, and dispatching appropriate assistance. Applicants with previous 911 call center experience at entry-on-duty are desirable because those who possess this skill handle emergency calls more competently and safely than applicants without previous 911 call center experience. Applicants must document this type of experience in your resume/application.

To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

SPECIALIZED EXPERIENCE: At least one year of specialized experience equivalent to the GS-04 grade level in the Federal service. For this position specialized experience is experience that equipped the applicant with the particular knowledge, skill, and abilities needed to successfully perform the duties of this position. Examples of qualifying specialized experience include: relaying information on a radio or telephone system; working as a switchboard operator; dispatching information on a fire or at a construction site; working as a security guard or law enforcement officer; producing criminal reports through a computer system; or coordinating emergency response efforts. You must include hours worked per week in your resume.

EDUCATION: Successful completion of four years of education above the high school level in any field for which high school graduation or the equivalent was a prerequisite. This education was obtained in an accredited business, secretarial or technical school, junior college, college, or university. IMPORTANT - PLEASE NOTE: If you are using education to qualify you must document your course work and/or degree completed in your resume or other application materials you submit. You must submit a copy of your transcripts or a complete list of college courses taken that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are qualifying based on education and you do not submit specific course work information as described previously, your application will be rated not qualified for consideration. (A copy of your official transcripts will be required before entrance on duty, if selected.)

COMBINATION: An equivalent combination of specialized experience and undergraduate course work that when combined equal at least 100% of the minimum qualification requirement. For example, 6 months of specialized experience (50% of the experience requirement), combined with three (3) years of college study (90 semester hours or 135 quarter hours). NOTE: Only education in excess of the first 60 semester hours (i.e., beyond the second year is creditable toward meeting the specialized experience requirement). One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. You must include hours per week worked and transcripts.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". No additional credit is given for overtime. Working Conditions: Work is performed in an adequately lighted and climate controlled office. The setting is typically confined and secure, and entrance and egress is controlled. Incumbent may not leave the Center unless relieved by another dispatcher.

Noise levels are routinely high due to electronic equipment, telephones, radios, and other discussions ongoing in the performance of duties.

Contacts with fellow employees or members of the public may occasionally be stressful, primarily when those contacted have recently been involved in a law enforcement or public safety incident.

Work requires the ability to sit for extended periods of time working at a computer.

Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 or 1730 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.

The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM.

Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations.

1,730 Waiver Information: Only for approved positions in identified geographic locations, the Not to Exceed limit for seasonal temporary time limited appointments is increased to 1,730 hours which will be determined upon selection.
