*Please Note* The location IS negotiable but that means that once selected, the applicant will have to work within a park located in the Interior Region 2 borders.

  • Serve as a historian and cultural resource specialist in the Cultural Resources Division, and supports parks and programs in the Interior Region 2 Regional Offce, where historic resources are predominant and where significant historical themes and resources are present.
  • Provide functional leadership and direct professional and programmatic advice, guidance, and support to historians in work group, with a focus on the National Historic Landmarks and the National Register of Historic Places programs. The incumbent represents the regional office and maintains liaisons and effective working relations with related groups and individuals, agencies, and the public.
  • Coordinates historical and other cultural resources programs for the purposes of achieving broad protection strategies. The incumbent develops long-range plans for the inventory, evaluation, documentation, preservation, research, and interpretation of cultural resources within the appropriate mission, objectives, and resources contexts. The incumbent develops work plans and schedules, scopes of work, cost estimates, and proposals to justify funding requests and accomplish goals.
  • Conducts historical research and provides peer review for National Historic Landmark theme studies and nominations, National Register of Historic Places documentation and nominations, special history studies, planning documents, and historic resource studies as required to meet the needs of the programs and parks. The incumbent evaluates within a national context the significance and integrity of historic resources and recommends needs for further research and evaluation.
  • Negotiates cooperative and interagency agreements and other cooperative instruments and serves as the Agreements Technical Representative and/or Contracting Officer's Technical Representative. The incumbent reviews project proposals, scopes of work, and task directives prepared for documentation, interpretation, planning, and management of cultural resources.

  • You may be required to travel overnight away from home up to 1-5 nights per month. You must obtain a government charge card for travel purposes.

Qualifications

All qualifications must be met by the closing date of this announcement-08/28/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

Minimum Education Requirement: This position requires that the applicant meet one of the following minimum education requirements in addition to the basic qualification below. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

Possess a 4-year degree in history; or related field that included at least 18 semester hours in history.

-OR-

Have a combination of education and experience with courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, plus appropriate experience or additional education.

- AND -

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Preparing historical research for cultural resource documents (e.g. National Historic Landmark nominations, National Register of Historic Places nominations, historic resource studies, special history studies, resource stewardship plans, and historic resource studies); developing plans for the inventory, evaluation, documentation, preservation, research, and interpretation of cultural resources; and/ or preparing project proposals, scopes of work, and task directives for the documentation, interpretation, planning, and management of cultural resources. You must include hours per week worked.

-OR-

EDUCATION: Successful completion of at least three academic years of progressively higher level graduate study, a Ph.D., or equivalent graduate degree in directly-related fields such as natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. You must include transcripts.

Successful completion of a combination of education and experience as described above. The total must equal at least 100 percent to qualify. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands:
The work is sedentary, but at times requires travel to repositories of information, and may require visits to remote sites which require walking or riding over rough, uneven surfaces. Documentary research and report writing work is sedentary, entails the ability to concentrate and write for long periods of time.


Working Conditions: Most work is performed in offices, archives, and libraries. Assignments may entail work with dusty records or objects.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
