Duties

Help
  • Works on and assists with the implementation of new or existing programs that maximize the validity, accuracy and utility of the resulting data for analytic and reporting purposes.
  • Advises team lead, committees, workgroups, and other entities regarding the establishment of agency policies concerning data dissemination and data governance.
  • Conducts research and statistical studies or projects related to statistical computation in the preparation of labor force characteristic and employment disparities.
  • Develops statistically reliable methods and strategies to merge survey, administrative, programmatic and other types of data.
  • Reconciles merged data and uses statistically reliable methods to impute missing data elements.
  • Provides technical consultation on statistical studies and consults with and collaborates with others on aspects of study design, analysis, and interpretation.
  • Analyzes and prepares the more complex aspects of the studies.
  • Provides technical assistance to other professionals on the use of complete statistical techniques.
  • Examines reports and articles prepared by others within the organization as part of the peer review process.
  • Applies a variety of statistical techniques such as stratified random sampling; analysis of variance; surv; logistic regression ival models; and machine learning.
  • Documents and presents statistical analyses results to clients and management.
  • Requests and collects employer data and performs statistical analyses in support of enforcement teams in the field and investigations into claims of workplace discrimination.
  • Analyzes tabulated statistical data and uses professional judgment to determine what is reliable and of value based on established statistical principles and criteria.
  • Evaluates the data, draws inferences and arrives at conclusions making use of text, graphs, charts and tables to ensure its most effective presentation.

Qualifications


You must meet the Office of Personnel Management (OPM) Individual Occupational Requirements (IOR) and demonstrate at least one (1) year of the defined specialized experience as described below:

Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

For the GS-12: You must have at least one year of specialized experience equivalent to the GS-11 grade level, OR equivalent public or private sector experience which has given the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position includes: designing and conducting statistical studies in economics, sociology, demography, or public policy, to support of investigations of employment discrimination in hiring, promotion, pay and termination; analyze labor market and employer characteristics by employee demographics, level of geography, industry and occupation; applying a variety of statistical techniques such as analysis of variance and linear and logistic regression to test an investigative theory; planning, designing, administering, and reporting results of online e-surveys in support of investigations; acting as an internal statistical consultant for non-technical investigators and enforcement managers. OR analyzing and assessing employer personnel selection systems in accordance with Industrial/Organizational psychology concepts, principles, methods and techniques including job analysis, validation strategies, psychometric analysis, and test development; providing review and independent evaluation in reports accessible to staff who are not subject matter experts in I/O psychology; planning and conducting statistical analyses to test for adverse impact or disparate treatment in hiring, promotion, pay, or termination; planning, designing, administering, and reporting results of online e-surveys in support of investigations; acting as an internal statistical consultant for non-technical investigators and enforcement managers.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS- 12 level.
