Summary

This position is located at the Kula District of Haleakala National Park, but will also work in the Kipahulu District and may travel throughout the state. The general mission of the position is to increase communication between the park and Native Hawaiian communities, increase interest by Native Hawaiians in the educational, interpretation and natural/cultural resource activities of the park, and work to inform park management with insight and knowledge held by the Native Hawaiian community.

Duties

Help
  • Serve as a principal point of contact with all Native Hawaiian Communities, establishing and maintaining ongoing contact and dialogue, verbally and in writing.
  • Communicate National Park Service (NPS) mission as well as federal law and regulation to the Hawaiian community.
  • Initiate and maintain effective communication with Native Hawaiian organizations and officials in an effort to address concerns before they become contentious.
  • Develop procedures for making contacts with Native Hawaiian Organizations and build a network and an informational base of Native Hawaiian interest groups and civic organizations.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

SELECTIVE FACTOR: This position requires the incumbent to possess the ability to speak with conversational fluency in the Hawaiian Language. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

AND

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

GS-09:
Specialized Experience: Applicants must have at least one year of specialized work experience equivalent to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) assisting in developing new community relations programs that increase communication with the organizations various publics using a variety of communication principles, methods, practices, and techniques including news releases, fact sheets, radio, television, brochures, social media, speeches, etc.; 2) writing a variety of public affairs materials; public relations strategy, campaigns, theory, practice and digital tools such as blogs and social media to reach targeted audiences; 3) assisting in planning, writing and editing news articles; graphic design, web, journalism and photography to convey information about an organization to local communities; and 4) communicating organizational programs, activities and/or functions to local communities.

OR

Education: Successful completion of at least a Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree from an accredited college or university, which provided me with the knowledge, skills, and abilities necessary to do the work of this position. You must include transcripts.

OR

Combination: Successful completion of a combination of education and experience as described above. To combine education and experience, first divide your semester hours of graduate education beyond one (1) year (18 semester hours) by 18. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. If selected you will be required to submit a valid driver's license prior to entry on duty.
  • If you are a new employee in the Federal government, you will be required to complete a one-year trial period.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • This is a TERM position. Appointment to this position will not convey permanent status in the Federal service and will be for a period not to exceed thirteen (13) months, with possible extensions up to a total of four (4) years without further competition.
Physical Demands: The work is primarily sedentary, though it does involve a variety of physical activities depending on the particular assignment including balancing, bending, climbing, hiking, sitting, standing, stooping, and walking, as necessary to complete assignments on rough terrain and during inclement weather.

Working Conditions: The work is primarily performed in a highly structured office setting; although, occasional, periodic and regular recurring travel to Native Hawaiian communities, and/or other field settings that requires short or long periods of traveling by various modes of public or private conveyance that is considered routine. Some field settings may necessitate hiking including that along steep and rough terrain, possibly in harsh weather, at high elevations and in hazardous areas such as along roadways.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
