The incumbent will carry out a range of duties in support of cultural resource management in one or more park units in West Hawaii where cultural and archaeological resources comprise a major part of the Park story.
Summary
These positions are located in the Resource Management Division at Kaloko-Honokohau National Historical Park and Pu'uhonua o Honaunau National Historical Park, Pacific West Region. The incumbent will carry out a range of duties in support of cultural resource management in one or more park units in West Hawaii where cultural and archaeological resources comprise a major part of the Park story.
The incumbent will coordinate and implement cultural resource projects based on knowledge of Hawaiian history, pre-contact history, and knowledge of the theories, principles, practices, and techniques of archeology and cultural resource management in the Hawaiian Islands.
The incumbent is responsible for conducting systematic condition assessments on sites and features, and entering data into the NPS Archeological Sites Management Information System (ASMIS) national database.
The incumbent may need to endure long hours clearing invasive vegetation and providing archeological monitoring. The incumbent will work in a diverse group of people including Native Hawaiians.
The incumbent ensures that site recording procedures and tasks, including preparation of archeological survey records such as site maps, photographs, surface artifacts analysis forms, and field notes are completed in a proper and timely manner. Most recording and surveying operations will involve computer operations, which includes intensive use of Geographic Information System (GIS) technology.
The incumbent will make significant contributions to the preparation of historic preservation documentation, National Historic Preservation Act (NHPA) and National Environmental Policy Act (NEPA) compliance, and background materials.
The incumbent will assist in the analysis, conservation, and curation of artifacts to NPS and professional standards.
The incumbent works in accordance with NPS Policies and the NHPA, Native American Graves Protection and Repatriation Act (NAGPRA), the Archeological Resource Protection Act (ARPA), and other Federal cultural and natural resource legislation.

Special Notes: The Park's enabling legislation (Public Law 95-625) for Kaloko-Honokohau National Historical Park strongly encourages the employment of Native Hawaiians. (Native Hawaiians are defined as any lineal descendants of the race inhabiting the Hawaiian Islands prior to the year 1778).
Qualifications
This is a TERM position. Appointment to this position will not convey permanent status in the Federal service and will be for a period not to exceed thirteen (13) months, with possible extensions up to a total of four (4) years without further competition.

BASIC REQUIREMENT:
A. EDUCATION:
1. Bachelor's or higher degree that includes 3 semester hours each in the following course areas: 1) History of archeology; 2) Archeology of a major geographical area such as North America or Africa; 3) Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; 4) Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; and 5) Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; -AND-
Six (6) semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; -AND-
Archeological field school. (NOTE: You must submit a copy of your transcripts as proof of any claimed education.)
2.Related Curriculum: Bachelor's or higher degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in statement A.1 above (including archeological field school).
-OR- B. Combination of Education and Experience. College-level education or training that provided knowledge equivalent to that described in statement A above, plus appropriate technical experience or additional education. (NOTE: You must submit a copy of your transcripts as proof of any claimed education and your resume must clearly describe your relevant experience.)
-OR- EXPERIENCE:
Four (4) years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
GS-09: Specialized Experience: Applicants must have at least one year of specialized work experience equivalent to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1)conducting archeological site inventories and cataloging; 2) conducting literature reviews in support of historic preservation; 3) preparing archeological survey and excavation reports; and 4) using Global Positioning Systems (GPS) and Geographic Information Systems (GIS) to record archeological site and features.
OR
Education: Successful completion of at least a Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree from an accredited college or university with major study that is directly related to the position. (NOTE: You must submit a copy of your transcripts as proof of any claimed education).
OR
Combination: Successful completion of a combination of education and experience as described above. To combine education and experience, first divide your semester hours of graduate education beyond one (1) year (18 semester hours) by 18. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. (Note: Only graduate education in excess of the first year (18 semester hours) is creditable toward meeting the experience requirement when combining experience and education. You must submit a copy of your transcripts as proof of any claimed education).

Education

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
Additional information
You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. If selected you will be required to submit a valid driver's license prior to entry on duty.
Area information: The Park is located approximately three miles from the Kona International Airport and five miles northwest of Kailua-Kona on the Island of Hawaii. The Park is at sea level and averages less than 25 inches of rainfall annually. It includes three beaches and extensive cultural sites including three fishponds. Complete shopping facilities and rental units are available in Kailua-Kona. Hospital and medical facilities are 5-10 miles away. Public schools are conveniently located within the surrounding area and a distant bus service is provided for students. Very limited public transportation is available.
Special Consideration: The area of Hawaii Island is subject to high concentrations of volcanic fumes, especially sulfur dioxide gasses and particulates. The fumes are known to be hazardous to unborn fetus, and persons with heart and respiratory problems. Long-term effects on normal healthy persons are not known.
Physical Demands: Incumbent must maintain his/herself in good condition. Work will be sedentary for period of time followed suddenly by as much as three months at a time of demanding field activities which necessitates strenuous exertion, stooping, bending, and exposure to sun, wind and rain. Sometimes activities will occur in physically dangerous areas or settings. This position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, entails the ability to concentrate and write for long periods of time.
Working Conditions: Work is performed both indoors and outdoors. For outdoor field activities the incumbent must be able to prepare for and cope with uncomfortable weather conditions. Field assignments involve exposure to adverse weather conditions; temperature extremes and remote backcountry or wilderness environments. Incumbent may be required to camp for extended periods in remote backcountry or wilderness areas. The incumbent must be able to work in a multitude of environmental conditions as they pertain to the Pacific Islands. These include the ability to transition from coastal zones to humid wet forest, hot dry desert like conditions to high elevations environments. May encounter extreme weather conditions; and must be able to work on barren, and sometimes and within active lava landscape. May at times be exposed to high sulfur dioxide conditions.
The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
