Qualifications

All qualifications must be met by the closing date of this announcement,03/08/2019. Qualifying experience may be obtained in the private or public sectors.

QUALIFICATIONS: To be considered qualified for one of these Health Technician (Emergency Medical Technician) positions, you must possess the qualifying specialized experience and/or qualifying education, as well as the identified selective/screen-out factors, outlined in this announcement and referenced in the occupational assessment questionnaire attached to this announcement.

A. You must possess at least one year of full-time specialized experience comparable in difficulty and responsibility to the next lower grade of this GS-05 position (comparable to GS-04) in the Federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Examples of specialized (qualifying) experience include: non-professional work of a technical or support nature in the field of health and medicine, such as taking vital signs; conducting accurate and complete patient assessment in the field, ambulance and / or clinical setting; performing initial triage of patients; appropriately determining the nature, extent, and seriousness of patient's condition and identifying appropriate patient treatment protocols; identifying and treating trauma and medical emergencies using knowledge of emergency medical treatment techniques / procedures, topographic anatomy, and major body systems (e.g. skeletal, muscular, nervous, etc.); communicating clearly and professionally, both orally and in writing, with patients, medical staff, and public safety personnel, exhibiting familiarity with medical terminology.

B. You must have successfully completed a four-year course of study above high school leading to a bachelor's degree with major study or at least 24 semester hours in subjects directly related to this Health Technician (Emergency Medical Technician). IMPORTANT - PLEASE NOTE: If you are using education to qualify, you must document your degree in your resume and you must submit a copy of your transcripts or a complete list of college courses taken that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. We cannot determine eligibility without this information. (An official copy of your transcripts will be required before entrance on duty, if selected).

C. I have less than the one year of specialized experience as described in A above and I have not yet completed a four-year course of study above high school leading to a bachelor's degree concentrated in a field as defined in B above. I do have, however, a combination of the specialized experience as described under letter A above and the required education as described under letter B above which, when combined, is equivalent to 100% of the qualification requirement. (For GS-05 grade level position, only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree may be used [is consider creditable] for this calculation). To calculate your percentage of education, first determine the total number of semester hours that exceed 60 semester hours (or your school's definition of two years of study), then divide the total number of your excess semester hours by 60 (or your school's definition of two years of study). To calculate your percentage of qualifying experience, divide your total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal or exceed 100%. (You MUST submit a copy of your transcripts indicating number of credit hours in order to qualify based on the combination option).

SELECTIVE PLACEMENT / SCREEN-OUT FACTOR: These Health Technician (Emergency Medical Technician) positions require that an applicant must possess either (1) a National Registry of Emergency Medical Technicians - EMT or higher Certification or (2) an Unrestricted state certification / license to be an Emergency Services provider that is based on the National Standard EMT Curriculum in order to perform the duties of this position. You will be rated ineligible for this position if you do not meet these Conditions of Employment. Candidates who do not meet these requirements by close of this announcement will receive no further consideration for this position.

It is a condition of employment for these Health Technician (EMT), GS-0640-05 positions that the incumbent possesses a current valid state driver's license upon entry on duty in order to perform the duties of one of these positions.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
