Duties

Help
  • Provide direction, coaching and support to facilitate problem solving and accomplishment of program goals.
  • Establish performance standards and evaluates performance; identify developmental and training needs of employees.
  • Coordinate with environmental and recreational planners and other resource specialists in data collection and research in the preparation of environmental analysis and resource management plans related to recreational/visitor uses and actions.
  • Conduct field inventories and collect monitoring data needed to evaluate conditions and uses of public lands and recreational facilities; and compiles data, based on inventory, monitoring, and visitor use.
  • Plan, implement, and administer short-range plans for recreation and visitor services, including developing and implementing interpretive plans, programs, services, and products .
  • Plan, manage, oversee, and coordinate the facility maintenance, repair, rehabilitation, improvement, cleaning needs, and day-to-day operations of site/area facilities.
  • The incumbent spends 25% or more of his/her time supervising a staff of four or more full time equivalent employees.

  • You will be required to wear a uniform and comply with the Bureau of Land Management uniform standards. A uniform allowance will be provided.
  • You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.
  • Work may necessitate working early morning hours, night hours, and/or daytime hours and may require working holidays and/or weekends.
  • In some situations, work may take place in a remote environment and may require primitive camping and living skills for up to two weeks in duration.
  • The selectee may be required to maintain Fee Collection Officer, First Responder, Motorboat Operator Certification Course (MOCC), and/or equipment certifications.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) directing, planning, and scheduling the work of subordinate park rangers and volunteers to include the operation, maintenance, repair, rehabilitation, and improvement of facilities to ensure safety of the visiting public. (2) developing, implementing interpretive educational programs for various audiences, and coaching others in researching, developing, and delivering interpretive programs; (3) monitoring segments of an operating budget; (4) developing collaborative relationships with internal and external stakeholders to identify visitor needs for specific programs and services; (5) ensuring consistency with all existing regulations, policies, and directives.
OR
Education: Successful completion of at least two years of progressively higher-level graduate education leading to a master's degree or a master's degree or equivalent graduate degree from an accredited college or university in a field directly related to the work of the position to include: natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources that has provided the knowledge and skills necessary for successful job performance in this position. (NOTE: You must submit a copy of your transcripts.)

Combination:
Successful completion of a combination of specialized experience and graduate level education as described in A and B, when combined, equals 100% of the total requirement. Please note only graduate education in excess of one year (18 semester hours) may be used to qualify under this option. (You must submit copies of your transcripts.)

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Physical Demands: The work ranges from sedentary office work to field work. Field work may occur in rugged terrain; to include very steep, wet, muddy, snow-covered, rough, uneven, or rocky surfaces. The work of the position requires physical exertion such as, but not limited to, driving over unpaved roads; walking over rough terrain or inclines; paddling, rowing, or otherwise operating watercraft; standing for long periods of time, bending, crouching, and stooping, digging, hiking, lifting, biking, backpacking, stretching, reaching, or similar activities. Work requires safe operation of 4x4 vehicles on unimproved roads and the physical stamina and ability to maintain and/or repair trails, trailheads, fencing, and other facilities in the field.

Working Conditions: Work is performed in both an office and field environment. Field work may occur in all types of weather conditions, terrain, and elevations. Work may take place in an extremely remote environment and may require primitive camping and living skills for up to two weeks in duration. During the summer months, temperatures can be above 100 degrees Fahrenheit. In winter, work may be required in temperatures at or below freezing.

The Bureau of Land Management has determined that the duties of this position are suitable for situational telework only and the selectee may be allowed to telework with supervisor approval.
